Your request

I would like to request relevant documents and correspondence relating to the following: 

1. Official feedback from GLA on the various submissions from McGregor-Coxall as part of the tendering process for the Peckham Coal Line (PCL).

2. Details of the checklist or criteria used throughout the assessment process to judge these bid submissions.

3. Details of whether this check list or criteria were changed at any point since March 2021.

4. Details and minutes from any governance and oversight boards or panels in the GLA that reviewed the submissions made since March 2021 for Bidwell Street by PCL or
McGregor-Coxall.

5. Details and minutes from any governance and oversight boards or panels that
discussed Bidwell Street or the PCL project since March 2021.

6. Copies of all correspondence between the lead official, Matthew Turner or her senior
managers, and the rest of the council that include the words ‘Bidwell Street’ or
'Peckham Coal Line' (or 'PCL' or 'Coal Line').

7. Confirmation if GLA followed up on any of the references provided by McGregor-Coxall (noting these included Transport for London and GLA but were not necessarily limited to these organisations).

Our response 

The scoping of how the development funding awarded to the PCL would be delivered was developed by the GLA in partnership with the PCL and Southwark, with the PCL procuring the consultant services the project required. 

To respond to your questions in turn: 

1. The tendering process was PCL's and GLA comments were provided in meetings and emails to the PCL during the process.

2. The tender process was PCL's, the assessment process was set out in the brief PCL issued and in meetings and emails the PCL were party to.

3. As per the answer above, unless the PCL changed the process, the answer is no.

4. The management of a project of this scale is delegated to the assigned GLA project officer, the project appears in financial reports recording slippage of spend from last financial year to this, with no additional narrative.

5. This question appears to repeat question 4.

6. Please find the requested correspondence attached. Please note that some names of members of staff are exempt from disclosure under Regulation 13 (Personal information) of the EIR. Information that identifies specific employees constitutes as personal data which is defined by Article 4(1) of the General Data Protection Regulation (GDPR) to mean any information relating to an identified or identifiable living individual. It is considered that disclosure of this information would contravene the first data protection principle under Article 5(1) of GDPR which states that personal data must be processed lawfully, fairly and in a transparent manner in relation to the data subject.

7. The tendering process was PCL's; as is standard practice in procurement, references are not approached until an appointment is made.
