The following information under the Freedom of Information Act 2000 regarding the Mayor’s Air Quality Fund (MAQF):

  1. A detailed breakdown of the £47 million allocated through the MAQF, specifying the exact funding amount each London borough has received across all rounds of funding.
  2. Any criteria or formulas used to determine how much funding each borough or project received.
  3. Any reports, impact assessments, or internal correspondence discussing the distribution of MAQF funds in relation to borough socioeconomic status, including any analysis of whether wealthier or poorer boroughs or regions within boroughs received more funding.
  4. A list of all individual projects funded under the MAQF, including: The borough(s) involved; The total cost of each project; The amount funded by the MAQF.
  5. The matched funding amounts provided by boroughs or partners, broken down by borough and project.

Our response

  • A detailed breakdown of the 47 million allocated through the MAQF, specifying the exact funding amount each London borough has received across all rounds of funding.

Please note that the MAQF has provided £27 million in funding to date, not £47 million.

The programme is jointly funded by GLA and TfL. Funds are administered by TfL who also manage the MAQF project budget through their governance system and funding portal. The GLA holds some data in relation to the most recent rounds of the programme between 2019- 2027.

Transport for London (TfL) is the Mayor's transport authority and is responsible for implementing the Mayor's Transport Strategy, and for the day-to-day operational running of transport services. The bidding process is open to all London boroughs. The amount that each boroughs can apply is capped based on the budget for each round. In the latest round (4), awards were set as follows;

-Number of applications permitted per borough (this is the maximum possible for one borough); One LEN application, two standard project applications and participation in unlimited joint applications.

-The maximum amount that can be allocated per project; Any one Low Emission Neighbourhood (LEN) - £600,000, any other type of project delivered by/within any single borough - £400,000, any joint/pan-borough project - £1m. -

  • Evidence of 50% match funding for any requested amount.
  • Weighting: Eligible projects were ranked based on the following criteria;

Benefits - emissions and other quantifications. all the measures/outputs that will be delivered and the benefits of each of these, quantified in terms of emissions and other proxy measures as far as is possible. Outline of how the project will tackle inequalities with measurable outcomes. 20%
Benefits - replicability and information sharing. How the project is applicable to/replicable in other boroughs, and how you will ensure that information about the project is disseminated. 5%
Deliverability and resourcing - Information on how the project will be resourced 5%
Benefits – Monitoring. Information on how the project will be monitored and evaluated stating key success criteria. 10%
Value for money. Match funding. 15%
Value for money. Cost breakdown per work stream/deliverable. How the project provides value for money and how value for money is realised throughout the delivery of the project. 10%
  • Any reports, impact assessments, or internal correspondence discussing the distribution of MAQF funds in relation to borough socioeconomic status, including any analysis of whether wealthier or poorer boroughs or regions within boroughs received more funding.

The GLA and and TfL consider proposals from all London boroughs that submit applications. All boroughs that show an interest in applying for funding were offered 1:1 support, advice and guidance during the application process.

Boroughs that opt not to submit individual applications are encouraged and supported to take part in pan-London projects which are delivered in partnership with other boroughs.

Published research shows that air pollution doesn’t recognise borough boundaries therefore the MAQF’s aims to support all London boroughs to tackle air pollution in order to reduce exposure for all Londoners, particularly those who are most vulnerable.

Projects are selected based on the criteria outlined in Q2 which includes a requirement to demonstrate how the projects will tackle inequalities, barriers and discrimination experienced by different groups of people in London.

We encourage all boroughs to focus their efforts on parts of their borough which exceed statutory air quality thresholds and have high human exposure, as well as sensitive
