We have reviewed the local authority planning website and no documents have been uploaded to the relevant application (23/00610/OUT) since October 2023, and therefore we believe the Stage 2 application which has been sent to the Mayor is not currently available to the public.

On 17 December 2024, you also stated that:

We are concerned about the lack of public access to these documents. In the interest of transparency, could the GLA planning team either provide the referral documents directly or encourage the local authority to make them publicly available?

This application is referable to the Mayor of London under the following Categories of the Schedule to the Town and Country Planning (Mayor of London) Order 2008:

Category 1A: Development which comprises or includes the provision of more than 150 houses, flats, or houses and flats.

Category 1C Development which comprises or includes the erection of a building of one or more of the following descriptions— (c) the building is more than 30 metres high and is outside the City of London.

In accordance with Article 5 of the Order, I write to notify the Mayor of London that the above planning application was considered by the Council’s Strategic Development Committee on 17th October 2023. The Committee resolved to:

  1. agree the reasons for approval as set out in this report;
  2. refer this application to the Mayor of London (the GLA) as a Stage 2 referral;
  3. subject to the Mayor of London (or delegated authorised officer) advising that he is content to allow the Council to determine the application itself; delegate authority to the Director of Planning and Development to approve planning permission; subject to the completion of a legal agreement under s106 of the Town and Country Planning Act 1990 (as amended), based on the Heads of Terms identified at Appendix 2 of this report and the Conditions listed in Appendix 1 of this report and summarised below.

In accordance with Section 5 (1) of the Town and Country Planning (Mayor of London) Order 2008 please see attached:

  • (i) a copy of all representations made to the authority in respect of the application;
  • (ii) a copy of the Committee Report, Committee Updates and Committee Minutes on the application prepared by an officer of the authority;
  • (iii) a copy of the draft decision notice; and

The Mayor of London is requested to decide whether to allow the draft decision to proceed unchanged, or direct the Council under Article 7 of the Order that he is to act as the Local Planning Authority for the purpose of determining the application.
