This webpage is OPDC’s Local Development Scheme (LDS) published on 26 February 2025. The LDS sets out information for the production of Development Plan Documents (DPD) for the OPDC area. These comprise the future New Local Plan and New West London Waste Plan as well as potential new Neighbourhood Plans.

Legislative and Policy Context

The LDS accords with the Planning and Compulsory Purchase Act 2004 (as amended) and the National Planning Practice Guidance. This legislation and guidance require us to list the DPDs we will produce, their subject matter, geographic areas they cover and timetables for their preparation and review.

DPD information 

The below timetables show different procedures for the DPDs. This is because the New West London Waste Plan is being developed under the current plan making process and the New Local Plan will be developed under the proposed new system set out in the Government’s plan making reforms as set out in the Levelling Up and Regeneration Act 2023.

The Local Plan timetable is an interim programme. It has been produced in accordance with the requirements set out in the Government’s plan-making reforms consultation during autumn 2023 which required Local Plans under the new system to be produced within 30 months. The programme has also been produced in accordance with the Government’s announcement in summer 2024 that it would introduce legislation for the new plan-making system in summer 2025 and follows advice given by the MHCLG Chief Planner in January 2025. This interim programme will therefore be subject to review when further details of the new system are published.

The New West London Waste Plan programme may also be subject to change. Any changes will be set out in updates to this Local Development Scheme.

Neighbourhood Plans

There are two neighbourhood areas in the OPDC area comprising the Harlesden Neighbourhood Area and Old Oak Neighbourhood Area. The respective neighbourhood forums for each area produce their own neighbourhood plans. 

  • The Harlesden Neighbourhood Plan was adopted by OPDC Board on 25 July 2019 providing a vision, objectives, site allocations and thematic policies for its neighbourhood area. Information for the plan’s review will be provided on the Harlesden Neighbourhood Forum’s website.
  • The Old Oak Neighbourhood Forum published a draft Old Oak Neighbourhood Plan in January 2021 providing a vision, objectives and policies for its neighbourhood area. Information for the progression of the plan will be provided on the Old Oak Neighbourhood Forum’s website.
