Affordable Housing and Viability Supplementary Planning Guidance (SPG)

The Mayor’s long-term aim is for half of all new homes to be affordable.

To achieve this, he has released a supplementary planning guidance (SPG) which offers an ambitious and practical first step to raise the amount of affordable housing coming through the planning system ahead of the new London Plan in 2019.

What is a Supplementary Planning Guidance (SPG)?

A Supplementary Planning Guidance (SPG) explains how policies in the London Plan should be carried through into action.

An SPG is a formal supplement to the London Plan and is an important consideration in decisions on planning applications. It can also assist London boroughs when preparing their Local Plans.

What are the aims of this SPG?

  • to increase the amount of affordable housing delivered through the planning system
  • embed the requirement for affordable housing into land values
  • make the viability process more consistent and transparent

It will also ensure that development appraisals are robustly and consistently scrutinised as well as speeding up the planning process for those schemes which are delivering more affordable homes. 

Which London Plan policies does the SPG provide guidance on?

The current London Plan seeks to maximise affordable housing provision in London and deliver mixed and balanced communities as set out in policies 3.9, 3.11 and 3.12. A consultation on this SPG ran from 29 November 2016 to 28 February 2017.
