What is the ‘be seen’ energy monitoring guidance?
To truly achieve net zero-carbon buildings, we need to have a better understanding of their actual operational energy performance and work towards bridging the ‘performance gap’ between design theory and actual energy use.
The ‘Be Seen’ energy monitoring guidance explains how developers and owners of new major developments should monitor and report actual operational energy performance to comply with London Plan Policy SI 2, that is the ‘be seen’ element of the energy hierarchy.
It sets out what each responsible party needs to do to comply with the policy from the inception stage of a development to full occupancy. It provides information on the reporting templates applicants will need to use to report (see below), and explains how and when to report to the GLA.
Local authorities should secure the as-built and in-use stage data through a legal agreement with the applicant. Local authorities may use this draft wording for this purpose.
‘Be seen’ reporting templates
Applicants are required to provide accurate and verified estimates of each of the performance indicators of each reporting stage through the appropriate ‘be seen’ reporting template.
For the first stage of reporting, that is the planning submission stage (RIBA Stage 2/3), the planning stage ‘be seen’ webform should be used.
The second stage of reporting is at the as-built stage (RIBA Stage 6), and the as-built ‘be seen’ stage webform should be used.
The final stages of reporting are for the first five years of in-use stages (RIBA Stage 7), and the in-use stage 'be seen' webform should be used.
Before uploading information to the webform, applicants can view the required information in the ‘be seen’ spreadsheet.
A separate webform for the in-use reporting stage will be made available shortly. Applicants can view the reporting requirements for this stage in the ‘be seen’ spreadsheet too.
The ‘be seen’ monitoring portal can be used to explore energy performance data.
How has this guidance been prepared?
This London Plan Guidance (LPG) has been prepared by the Greater London Authority with technical expertise from Verco and through engagement with a wide range of stakeholders including developers and industry experts.
