The Pan-London Youth Day is an annual event connected to a Met Police-run event called the Haringey Box Cup. The Deputy Mayor for Policing and Crime is recommended to approve:

  • Funding of the Pan-London Youth Day for 2019/20 at a cost of £38,740
  • Expenditure from MOPAC budgets to cover this cost
  • Creation of a grant agreement.

1. Introduction and background

1.1. The event provides those attending with non-adversarial contact with sections of the MPS, other emergency services and armed forces. It is a credible engagement tool that promotes cohesion and offers a solution to one of a number of problems besetting London’s young people today.

1.2. The funding will supplement the cost that will be borne by other organisations who will provide packed lunches and drinks for all the young people attending the event and funding raised by the Police and Community Box club at its gala dinner and other events.

2. Issues for consideration

2.1. The event offers benefits to both the MPS and to young Londoners by providing positive two-way interaction between MPS officers and staff and the capital’s young people. The outcome is improvement in the understanding and confidence young people have in the MPS. Whilst this is largely unmeasurable, reaction from social media and comments/ feedback from students, staff and exhibitors alike showed the positive reaction to the event.

2.2. Now in its 11th year and building on the success from previous years this event offers the opportunity for all secondary schools in London to come together in a safe environment, that is free, inclusive and of educational value. Furthermore it offers a medium for the MPS to promote its knife crime activity, safer schools programmes and crime prevention advice re stranger danger, transport network and moped enabled crime.

2.3. As the precursor to the main three-day event: The Haringey Box Cup competition (which has been run by Haringey Police & Community Box Club since 2008) the Pan-London Youth Day event offers year 7-13 school pupils the opportunity to jointly experience academic, cultural and social issues at the same time as receiving career advice from a variety of private, public and voluntary-sector organisations, all in in a safe environment.

2.4. For the 2019 event, a wide range of organisations and companies will be invited (who have attended previously), including the Army; Royal Navy; Tottenham Hotspur Football Club Foundation; Saracens RFC Foundation and of course the MPS. Within the arena there will be a number of attractions, stands and displays including interactive zones offering, for example: flight simulator and a climbing wall; MPS central Task Force; Army expo; careers advice and opportunities together with further education etc. A number of private sector companies have confirmed attendance.

3. Financial Comments

3.1. The MPS is asking for a contribution from MOPAC of £38,740 for the 2019/20 event. This will be funded from the MOPAC budget.

3.2. The funding will supplement the cost that will be borne by other organisations who will provide packed lunches and drinks for all the young people attending the event and funding raised by the Police and Community Box club at its gala dinner and other events.

4.1. Para 4.8 of the MOPAC Scheme of Consent and Delegation provides for the DMPC to approve all outward donations and sponsorship.

5.1. The approval of this funding and the expenditure to support it do not involve the collection or processing of personal data. A Data Privacy Impact Assessment is therefore not required.

6.1. This event offers the opportunity for all secondary schools in London to come together in a safe environment, that is free, inclusive and of educational value. It supports diversity and equality work through offering year 7-13 school pupils the opportunity to jointly experience academic, cultural and social issues at the same time as receiving career advice from a variety of private, public and voluntary-sector organisations, all in in a safe environment.
