The Mayor is personally overseeing efforts to raise homebuilding in London. To do this he has established a board, which he chairs, that brings together expertise from the Greater London Authority (GLA), London Councils, Transport for London, London’s largest housing associations and representatives of London's property sector.

The board meets quarterly and has oversight of:

  • overall housing delivery across London
  • the statutory London Housing Strategy
  • housing, planning and infrastructure coordination
  • delivering housing investment programmes
  • land held by the Mayor and other public bodies
  • a task-and-finish work programme for policy development and innovation.

Mark is an Executive Director – Chairman of UK Residential for CBRE, with a specific focus on the prime Central London market. After 38 years in property, Mark is regarded as a leading figure in London residential, with a wealth of experience and contacts. He works closely with the residential funding and development teams to create a truly integrated residential property service.

Mark has developed a personal reputation in the London residential industry and in June 2013, became a Fellow of the RICS. He is the immediate past Chairman of the London Chamber of Commerce and Industry's Property and Construction Committee.

Mark was a Director of Fulham Football Club and was an elected member of the Premier League, as a Football Association Council Member. He is often asked to attend formal presentations and speaking events, Mark enjoys public speaking both in the UK and at international forums.

Mark sits on the Urban Land Institute European Residential Committee, was previously on the British Property Federation Residential Committee, is a member of the Reading Real Estate Foundation Fundraising Committee and is very focused around promoting diversity and inclusion in the property industry.

Appointed as Chief Exec of PCHA in December 2016, Karen has worked at a senior level within the social housing and voluntary sector for nearly 30 years. She started off working in supported housing for people with mental health problems, and then went on to be the Chief Executive of three small community-based housing associations. In 2006 she set up her own consultancy business and since then has worked with a range of housing and support providers, offering advice and training to enable them to improve services, successfully engage tenants, and achieve their visions.

Having been homeless herself in 1987, Karen is passionate about addressing the homelessness crisis and has been the Chair of Evolve Housing and Support, a charity working with a range of homeless and vulnerable people in London, since 2014.

Karen is now the Chair of G320, who represent smaller housing associations in London.

Liz is a well known figure in the property industry, having served as Chief Executive of the British Property Federation for thirteen years until her retirement at the end of 2014. During that time, she managed to change the Government’s perception of the commercial property industry and establish it as a key voice in policy debate. She was awarded a CBE in 2008 for services to the property industry.

Previously, she was a civil servant in the Ministry of Defence, eventually becoming a key player in the team that created QinetiQ plc.

Liz is now pursuing a portfolio career with a range of non-executive, advisory and charity roles, including at Morgan Sindall, plc, Redrow plc, Howarde, de Walden Estates, Holtby Turner, Peabody and the Churches Conservation Trust. She is the Chairman of Land Aid, the property industry’s principal charity, of the Architectural Heritage Fund and of the Centre for London. She is also chairing the shadow board for the Curzon Urban Regeneration Company in Birmingham and the shadow Government Property Agency that is being set up to asset-manage departmental property portfolios.

Darren became the Leader of Barking and Dagenham Council in 2014. Since then he has established the borough as one of the most important growth opportunities in London and the Council has won numerous awards, including LGC Council of the Year for 2018. Since 2016, Darren has served on the London Councils Executive - first as the Executive Member for City Development, and now as the Executive Member for Housing and Planning. In his current role he has prioritised the delivery of truly affordable housing in the capital, fire safety, reducing homelessness and reducing the use of temporary accommodation.

Darren is also a member of the Skills for Londoners Board, the LGA City Regions Board, Arts Council England, the Arts Council for London and the Create London Board.

GLA Group Housing Delivery Sub-committee

The Review of GLA Group housing delivery by Lord Kerslake (published 18 March 2022) identified that a new housing delivery forum should be established to support effective oversight and delivery of GLA Group housing objectives.

The Group will be established as a sub-committee of the Homes for Lodnoners Board. It will focus solely on the delivery of housing on GLA Group land. It will provide a structured mechanism for the GLA Group to collaborate with other significant stakeholders to ensure that housing delivery is optimised across London in line with the Statement of Shared Policy signed by all GLA Group members.

The sub-committee will be chaired by the Deputy Mayor for Housing and Residential Development. Its Deputy Chair will be the Senior Professional Lead for GLA Group Housing Delivery, appointed following a recommendation of the Kerslake review.  The sub-committee is in the process of being established and will meet informally on 29 November 2022 to discuss its draft work programme and reporting framework.
