Re: 21/00403/OUT, Outline Planning Application at Bridgewater Triangle, South, Queen Elizabeth Olympic Park, Stratford, London, E15 2NJ

I have been contacted by local residents and users of the Pudding Mill Allotments and the Chair of The Manor Garden Society which manages the site. They are concerned that the buildings proposed in this planning application will cause a large amount of over shadowing on the allotments and shared a report by Right of Light Consulting that suggests: “66 per cent of our tenants will not get the required eight hours sunlight a day necessary for cultivation.” They say that: “this development will spell the end of this site being used as an allotment.”

In the London Legacy Development Corporation (LLDC) Local Plan 2020 to 2036 it states: “Heights should generally be no more than 30m from ground level, with heights stepping down to the allotments to the north of the site.”[1] However, in the Design and Access Statement Part 2, 4.0 Design Proposals for this application, it says: “In general, taller forms have been located at the edges of the site / to the north”, which is contrary to the LLDC Local Plan.[2]

The residents who contacted me were very clear how important these allotments are to the community and, given what we have experienced during the three lockdowns caused by the coronavirus pandemic, I would ask you to give serious weight to the potential demise of this site caused by overshadowing. This is a particularly important consideration given that the allotment holders have already had to put up moving from a previous site to this location due to the enforced destruction of their original home to make way for the Olympics. Therefore, I urge you not to approve this application.
