Following close collaboration with the Ministry of Housing, Communities & Local Government (MHCLG) and Homes England (HE), The New Homes Accelerator London (NHA LDN) is launching. It will sit within the Greater London Authority’s (GLA) Housing & Land service.
What is NHA LDN?
NHA LDN is a new service to accelerate delivery on sites in London – those which are facing significant delays or obstacles to progression, but which, if supported, could deliver homes by summer 2029. It will operate as a branch of the national New Homes Accelerator and will work in close collaboration with MHCLG, ATLAS LDN and the other relevant teams in the GLA and wider GLA family. The team will work with local authorities, developers, housing associations and other organisations from across the house building sector to unlock delivery.
What are the support options from NHA LDN for developers?
By making a submission, you are seeking assistance from NHA LDN to accelerate the delivery of your site. We will use your information to understand which sites could benefit from additional support to deliver more homes by summer 2029.
NHA LDN services could include:
- support to overcome regulatory obstacles, e.g Building Safety Regulator (BSR), Statutory consultees
- support to overcome infrastructure obstacles, e.g. grid connection, roads, schools
- engagement routes to the teams delivering our funding and financing
- Section 106 affordable homes support
- stakeholder facilitation.
What sites are we looking for?
We are seeking information on housing delivery opportunities in London, including sites for rapid delivery, which are currently facing delays or obstacles preventing progression, but if supported could deliver homes by summer 2029.
We welcome all relevant submissions, but are particularly interested in sites which:
- have an unimplemented planning consent which are struggling to come forward, or have started construction but have slow build out or are stalled; and
- have over 100 homes.
How will sites be selected for intervention?
The GLA will consider sites submitted for support, and will then conduct follow-up inquires on the barriers to delivery facing sites and what interventions would be required to unlock delivery. The GLA will adopt sites that align with the NHA objective of delivering more homes by the summer 2029. However, the GLA expects that there will be more sites than it has the resource to support. Should this be the case, sites will be prioritised based on criteria including:
- number of homes that could be delivered by summer 2029
- clearly evidenced barrier(s) that if addressed would lead to homes being delivered by summer 2029
- deliverability of proposed next steps or solutions.
What we’ve done so far
The national NHA was established in July 2024, with an NHA Call for Evidence in August-October 2024. The government is working with sites which were stuck in the planning system or not progressing as fast as they could, to address the barriers holding them back. So far, the NHA has announced 3 sites in London, which have been adopted into the programme.
We are now setting up a London branch of this service, with a new portal where you can submit a site for support.
