Mount Pleasant Sorting Office public hearing
In his role of making strategic planning decisions for London, the Mayor may occasionally take over an application, therefore becoming the local planning authority. He must then hold a public hearing before deciding whether or not to grant planning permission.
In this instance, the Mayor took over the application for the redevelopment of Mount Pleasant Sorting Office – two sites bounded by Farringdon Road, Phoenix Place, Calthorpe Street, Gough Street and Mount Pleasant.
Background to the public hearing
On 10 January 2014 the Mayor of London received a request to become the local planning authority for the purpose of determining two planning applications at the Mount Pleasant Sorting Office site, in the London boroughs of Camden and Islington.
This request was made by the applicant of the planning application, pursuant to article 7 of the Town and Country Planning (Mayor of London) Order 2008. On 21 January 2014, having considered a report on the case, the Mayor notified Camden and Islington councils that he would act as the local planning authority for the purposes of determining the above-mentioned planning applications (under article 7 of the Mayor of London Order 2008 and the powers conferred by Section 2A of the 1990 Town and Country Planning Act).
The Local Planning Authority reference assigned to the application is 2013/3807/P (Camden) and P2013/1423/FUL (Islington). The GLA reference is D&P 3032.

Representation hearing
The Mayor undertook a site visit on 28 May 2014, accompanied by GLA, Transport for London (TfL) and borough officers and the applicant’s team.
A representation hearing was held at City Hall on 3 October 2014. At the hearing, the Mayor decided to grant planning permission for the applications subject to planning conditions and conclusion of a section 106 agreement.

A proposed list of conditions was drafted for each of the planning applications and published with the hearing report. You can view the draft conditions below (final conditions are listed above under final decision).
Final decision
Following the hearing, and further consultation with the applicant and the boroughs, the Section 106 Agreement has now been completed and the final decision notices issued. These can be found below.

Minor revisions to the scheme
Following revisions to the scheme, including amended landscaping proposals on Phoenix Place and a request for further information in respect of the Environmental Statement, a number of documents were submitted by the applicant. These can be found below.
