Eileen House public hearing
In his role of making strategic planning decisions for London, the Mayor may occasionally take over an application, therefore becoming the local planning authority. He must then hold a public hearing before deciding whether or not to grant planning permission.
In this instance, the Mayor took over the application for the redevelopment of Eileen House.
Background to the public hearing
On 18 November 2011 Southwark Council advised the Mayor that it was minded to refuse planning permission for the redevelopment proposals at Eileen House.
On 1 December 2011 the Mayor notified the council that he would act as the local planning authority for the purposes of determining this planning application (under article 7 of the Mayor of London Order 2008 and the powers conferred on him by Section 2A of the 1990 Town and Country Planning Act).
The Local Planning Authority reference assigned to the application is 09/AP/0343. The GLA reference is PDU/1100a.

Representation hearing
A representation hearing was held at City Hall on 19 November 2013 for the Mayor to consider this application in more detail, and to determine whether planning permission should be granted. The Mayor adjourned the proceedings to allow further consideration of issues raised during the hearing.
The representation hearing was reconvened on 19 December 2013. Following the hearing the Mayor resolved to grant planning permission subject to completion of a Section 106 legal agreement, the final version of which can be found above.
