Support for Housebuilding Draft LPG Consultation

This draft London Plan Guidance (PDF, 255.41 KB) proposes time-limited changes to cycle parking requirements and changes to housing design guidance, together with a new time-limited planning route for the delivery of affordable housing. 

Housebuilding in the capital has faced significant challenges over recent years – including the impact of the Covid-19 pandemic, higher interest rates and construction costs, a changing national regulatory landscape and wider economic conditions.  

In October 2025, in response to these challenges, the Mayor of London and the Government announced a series of emergency measures designed to kick-start housebuilding across the capital. 

The purpose of these measures in the LPG, alongside stronger planning powers for the GLA and investment in the City Hall Developer Investment Fund, is to accelerate housebuilding, unlock stalled sites and ensure more affordable homes are being built across the capital.

The government is consulting separately on proposals for time-limited Community Infrastructure Levy relief and additional planning powers for the Mayor.

This guidance has been prepared in accordance with the Public Sector Equality Duty and an Equality Impact Assessment has been produced. 

Public consultation on this guidance will close at 11.59pm on Thursday 22 January 2026. All feedback will be reviewed, and the final guidance will be published in early 2026.
