What is the Digital Connectivity Infrastructure Guidance?
The Digital Connectivity Infrastructure London Plan Guidance (LPG) guidance seeks to improve digital connectivity infrastructure delivery through the planning system across London for both new and existing development proposals and one that is better supported through plan-making functions in boroughs.
This LPG explains how to respond to London Plan Policy SI 6 Digital connectivity infrastructure, specifically requirements to provide digital connectivity infrastructure, avoid interference with existing digital connectivity infrastructure, and integrate it effectively into the public realm.
The LPG sets out appropriate design responses and considerations, as well as the types of information that can help with application preparation and justification. It provides further practical guidance on how development plans can better support digital infrastructure with a particular focus on how they should address any gaps identified in connectivity and barriers to digital access.
Why do we need it?
A key objective of the London Plan is to and ensure London’s competitiveness now and in the future. This means it should have world-class digital connectivity. Fast and reliable digital connectivity is essential in today’s economy and in every aspect of how people live and work and participate in society. London’s current digital capability and capacity is facing challenges, including inequalities in the delivery of digital infrastructure and digital exclusion.
The LPG will have a strong positive impact on Londoners ensuring DCI connectivity and the digital inclusion and improved access to services this promotes, as well as a high quality and inclusive public realm. Given that many aspects of our economic and social participation relies on digital access, having the right DCI provisions will help support a fairer and inclusive London. This is particularly vital for more deprived parts of the city, and for less mobile communities in improving their life chances.
How has this guidance been prepared?
This guidance has been prepared by the Greater London Authority (GLA) with input and advice from industry professionals, London’s local planning authorities and other stakeholders. Special thanks go to Arcadis for their contribution to the preparation of this guidance. Public engagement on the guidance was carried out between October 2023 and January 2024. The LPG may be periodically reviewed and updated to align with changes in building regulations and government guidance.
