Oversight Board 14th October - 3 MPS Q1 Performance Oversight

  1. Purpose of this Paper

To consider:

  • The MOPAC 2022-23 Quarter 1 Performance Update; and
  • The MPS 2022-23 Quarter 1 and 2 Business Plan Progress Report
  1. Recommendation – that the Oversight Board discuss and note the Q1 Performance Report and Q1 and Q2 MPS Business Plan Monitoring Report.
  2. Performance Monitoring

Trust and confidence

    1. Trust and confidence in the police have seen sustained downwards trajectories over recent years. Following particularly low results seen last quarter (Q4 2021-22), perceptions returned to levels more in line with Q3 2021-22.
    2. Despite this, results remain low: 53% of Londoners feel police do a good job in their local area while 73% believe the MPS is an organisation they can trust (72%). 
    3. Confidence is -6 percentage points lower than levels seen at the same point two years ago, while Trust has declined by -10 percentage points over this time.

Neighbourhood Crime

    1. HMICFRS rated the MPS good at preventing crime and anti-social behaviour.
    2. We have continued to observe increases in neighbourhood crime as Londoners move more freely around the capital. All acquisitive crime, bar Burglary, has increased on the previous year, although it is worth noting that most crimes remain below pre-pandemic levels. Burglary detections continue to be around 5% per quarter.  
    3. Theft Person was 70% (n=21,166) higher at the end of June 2022 when compared to the twelve months to June 2021. This means that these crimes are now at pre-pandemic levels. 
    4. The detection rate for Theft Person in Q1 was less than 1% (0.9%) - although this had increased from a recent low of 0.5% in Q3 21-22. 

Reducing and Preventing Violence

    1. In the 12 months to June total Violence with injury (VWI) volumes increased by 13% compared to the previous 12 months.
    2. Over two thirds of VWI in the most recent period were non-domestic abuse related. Non-domestic violence with injury increased by 19%. 
    3. VWI has returned to near pre-pandemic levels, with those boroughs that have historically (pre-pandemic) been the areas with the highest volume continuing to be so – Particularly Westminster (6% of total non-DA VWI in last quarter) and Lambeth (5%). 
    4. Detections for VWI were 11% in Q1, down from 13% in the preceding three months. 
    5. Lethal Barrelled discharges reduced by 30% in the twelve months to June 2022 and by 30% compared to the pre-pandemic period. 

Protecting People from being Exploited and harmed 

    1. In Q3 21-22 we reported that the MPS had identified that there has been an inconsistent approach to recording of Child Sexual Exploitation. CSE data is therefore not available this quarter and the MPS advise that significant work is needed to achieve an accurate picture of these offences.
