I am doing some research on the case of a Met Police accountant, embezzling police funds in the early 1990s.
In addition to published reports by the National Audit Office and Public Accounts Committee, copies of which I have found, around late 1994/ early 1995, Wilfred Hyde, a former deputy secretary at the Home Office, was engaged by the Receiver for the Metropolitan Police District to conduct a full review of procedures and controls linked to the case (this is confirmed by the NAO report at https://www.nao.org.uk/pubsarchive/wp-content/uploads/sites/14/2018/11/A-Review-of-the-Financial-Controls-over-Indirectly-Funded-Operations-of-the-Metropolitan-Police-Service.pdf).
I understand that the Receiver for the Metropolitan Police District was superseded by the Metropolitan Police Authority until January 2012, when its functions were transferred to MOPAC.
