Executive summary

Vehicle Recovery Examination Services (VRES) under the Directorate of Operational Support Services (OSS) are urgently seeking from MOPAC approval to;

• Terminate an existing contract with the Mansfield Group under MPS contract reference SS312122D who are currently servicing under the VRES contract, Lot 2 ‘South West London’.

• Apply a variation to an existing contract with Mainstream Fleet T/A C&S Motor Group under MPS contract reference SS312122 who are currently servicing under the VRES contract ,Lots 1,3 and 4 ‘South East London’, ‘North West London and North East London’.

Recommendation

The DMPC is asked to approve;

• Agree to terminate the contract with Mansfield Group (SS312122D) as a termination of convenience.

• Agree to apply a variation of contract to Mainstream Fleet T/A C&S Motor Group (SS312122) with a value of £1.5m to ensure service continuation of recovery services due to be left vacant (after notice period) by the Mansfield Group. This variation will oversee service spend up to March 2019 which will be supported from be existing VRES revenue budgets.

1. Introduction and background

1.1. Vehicle Recovery Examination Services (VRES) is a key part of the MPS drive to tackle vehicle crime on the streets of London working in partnership with MPS contractors to remove or recover vehicles involved in collisions, crime or seized under Police powers.



1.2. VRES operates 24/7 and plays a key role in front line Policing. It is essential that vehicle recovery services are covered within the wider London area to support front line officers in various MPS operations and day to day policing.

3. Financial Comments

3.1 The variation to contract will be funded from existing VRES revenue budgets.

4.1. This report is submitted to MOPAC for approval in accordance with paragraph 4.13 of the MOPAC Scheme of Delegation and Consent that provides the DMPC must approve all unforeseen variations and extensions to a contract with an original value of £500k or above, or when the variation or extension is greater than 10% of the original value and/or is for a period of more than 12 months.

4.2. Department of Legal Services have been consulted and are supportive of the approach proposed.
