Executive summary

DMPC is asked to note the new format of presenting the quarterly performance update and this report being for Q1 2017/18. The new format structures and presents performance against the Police and Crime Plan (PCP). The performance sections provide quarterly and annual trends on crime in London and how the MPS are providing a better Police Service for London.

Recommendation

The DMPC is asked to:

1. Note the new format for presenting the quarterly performance update.

2. Note the Q1 2017/18 Update report presenting performance against the Police and Crime Plan objectives.

1. Introduction and background

1.1. As part of MOPAC’s and Metropolitan Police Service (MPS) corporate governance arrangements regular in-depth quarterly monitoring processes are in place to track performance against the PCP.

1.2. This report re-affirms the robust Governance arrangements in place at MOPAC to ensure MPS and partners are held to account and that MOPAC continues to monitor the objectives, operations and delivery of the PCP are adhered to.

1.3. This report is part of the 2017/18 planned improvements to the presentation and publication of financial and performance information.

1.4. The production of this report has been led by MOPAC however has been produced in conjunction with MPS colleagues and takes a whole scale view of the crime in London.

1.5. The aim of this report to bring Performance and Finance updates into one report to provide the reader with a better insight into the performance of the MPS.

1.6. The report provides quarterly data on performance of various crimes with further detail on action being taken to tackle the reported crime.

2.1. No financial implications applicable with this report as the report

3.1. Under section 3 (6) of the Police Reform and Social Responsibility Act, MOPAC is under a duty to secure the maintenance of an efficient and effective police force. Under paragraph 7 of schedule 3 of the 2011 Act MOPAC may do anything which is calculated to facilitate, or is conductive or incidental to, the exercise of its functions. Under section 79 of the Act, MOPAC must have regard to the Policing Protocol when exercising its functions. The Policing Protocol provides that PCCs (including MOPAC) as recipient of all funding, must determine how this money is spent.
