1. Introduction and background
1.1. Since the creation of MOPAC under the Police Reform and Social Responsibility Act (PRSRA) 2011 there has been a Scheme of Delegation to ensure that decisions are made at the lowest level consistent with efficient and effective decision making whilst ensuring that MOPAC, DMPC and the MPS are properly protected for the risks associated with being the individual held to account for all decisions made.
1.2. This decision sets out the requirement to change the obsolete job title of MOPAC Chief Operating Officer to MOPAC Chief Executive following the recent change of title and appointment to Chief Executive.
2. Issues for consideration
2.1. There are no changes to the delegation from the Mayor of London as Occupant of the Mayor’s Office for Policing and Crime to the Deputy Mayor for Policing and Crime.
2.2 There are no substantive changes to the current arrangements for decision making e.g. there are no changes to the financial levels at which decisions are taken.
2.3 The amendment is to remove the obsolete job title of MOPAC Chief Operating Officer and replace it with the MOPAC Chief Executive. This change does not materially alter the Scheme and continues to reflect the appropriate statutory responsibilities and delegations granted to the role.
