Executive summary

Stratford Village Development Partnership (SVDP) has requested special police services (SPS) under Section 25 of the Police Act 1996 for the provision of SPS. The request for SPS is for an initial term of 12 months from 1 April 2018 to 31 March 2019 to be provided by a dedicated police team of 0.5 of a Police Sergeant and four Police Constables at an estimated cost in year one of £306,686.

There is provision in the SPS Agreement for SVDP to formally request to extend the SPS Agreement for further subsequent 12-month periods. Due to this provision the approval of the SPS Agreement is viewed as requiring the approval of the DMPC.

Recommendation

The DMPC is asked to

1. Approve the Special Police Services Agreement with Stratford Village Development Partnership under Section 25 of the Police Act 1996.

2. The request for SPS is for an initial term of 12 months from 1 April 2018 to 31 March 2019 to be provided by a dedicated police team of 0.5 of a Police Sergeant and four Police Constables at an estimated cost in year one of £306,686.

3. Note there is provision in the SPS Agreement for SVDP to formally request to extend the SPS Agreement for further subsequent 12-month periods. Due to this provision the approval of the SPS Agreement is viewed as requiring the approval of the DMPC.

Non-confidential facts and advice to the Deputy Mayor for Policing and Crime (DMPC)

1. Introduction and background

1.1. Stratford Village Development Partnership (SVDP) has requested special police services (SPS) under Section 25 of the Police Act 1996 for the provision of SPS. The request for SPS is for an initial term of 12 months from 1 April 2018 to 31 March 2019 to be provided by a dedicated police team of 0.5 of a Police Sergeant and four Police Constables at an estimated cost in year one of £306,686.

1.2. The role of the funded police officers is to provide SPS to SVDP with a focus on visible patrols to combat crime and anti-social behaviour and partnership activity in the East Village of the Queen Elizabeth Olympic Park (QEOP) managed by SVDP, which is a residential district at the site of the Olympic Village for the 2012 Olympic Games in London.

2. Issues for consideration

2.1. There is provision in the SPS Agreement for SVDP to formally request to extend the SPS Agreement for further subsequent 12 month periods. Due to this provision the approval of the SPS Agreement is viewed as requiring the approval of the DMPC.

3. Financial Comments

3.1. The charge for SPD to SVDP for the period 1 April 2018 to 31 March 2019 is reflective of the full cost recovery of 0.5 of a Police Sergeant at £39,473 and four Police Constables at £65,858 per Police Constable. The total cost of the 0.5 of a Police Sergeant and four Police Constables for each successive year of the SPS Agreement would be adjusted to ensure it continues to represent full cost recovery.

4.1. The MPS may provide policing resources to SVDP under Section 25 of the Police Act 1996. Under that Act the Commissioner may, at the request of any person, provide SPS at any premises or in any locality in the police area for which the force is maintained, subject to payment to MOPAC on charges on such scale and on such terms as it may determine.

4.2. The final decision rest with the DMPC as Section 4.8 of the MOPAC Scheme of Consent and Delegation requires the DMPC to approve the provision of policing services to external bodies where the contract value is £500,000 or above.

5. Equality Comments

5.1. SVDP, through its involvement, with the East End London Community Foundation, is keen to build a strong sense of community across the whole of the development. It also works with local groups and projects that have a tangible, positive impact on the community and through its ‘Inspiring Communities Fund’ provides grants to support them.

5.2. There are no aspects from the above approach which would cause MOPAC any cause for concern in agreeing to provide the SPS that SVDP has requested.
