Executive summary
MetIP (Met Integration Platform) is used by Metropolitan Police Service systems to communicate data to other Metropolitan Police Service and external systems (such as PNC). Following earlier decision PCD 221, MetIP has been developed and is currently used by the mobility in-vehicle, and hand-held tablets to communicate with back-end systems, and allows the two-way transfer of incident and crime data.
The purpose of the paper is to request authorisation for a Single Tender Action award to Capgemini for knowledge transfer to the Metropolitan Police Service support team. No new funds are requested. The successful transition will facilitate the ongoing support and use of the MetIP application.
Recommendation
The Deputy Mayor for Policing and Crime is recommended to approve the issuing of a new contract, via a single tender action, to Capgemini starting 1 March 2018 for a value of £300K. This will procure the knowledge transfer, final handover and preparation for the MetIP project for ongoing data integration for the applications developed over the past 4 years. This request is fully covered in the MOPAC approved MetIP project budget.
Non-confidential facts and advice to the Deputy Mayor for Policing and Crime (DMPC)
1. Introduction and background
1.1. The MetIP (Met Integration Platform) is used by Metropolitan Police Service Business IT systems to send and receive information between them.
1.2. The Capgemini development team was contracted via the GCloud procurement route; the plan was and remains to procure the services in phases. The application is now in the final phase and is ready to transition into ongoing support and use. This phase needs to be procured.
1.3. The procurement route needs to be changed because the previously agreed GCloud 7 procurement route is no longer available and the latest GCloud is not suitable for this procurement. A Single Tender Action (STA) award starting 1/03/2018 to Capgemini for knowledge transfer, final handover and preparation for ongoing data integration is therefore requested.
2. Issues for consideration
2.1. Capgemini have developed the system and are the only service provider positioned to provide the required knowledge transfer and transition to support service.
3. Financial Comments
3.1. The cost of the contract is £300k. This is all capital and is funded the approved MetIP project budget.
4. Legal Comments
4.1. Article 32 of the Public Contract Regulations 2015(PCR) allow Purchasing Authorities to forego tendering and select a supplier via a “negotiated procedure without prior publication” in “specific cases and circumstances”. The exemption contained in Regulation 32(9) PCR is applicable in this instance. This is set out below and provides that:
“Reg 32 (9) The negotiated procedure without prior publication may be used for new works and services consisting of the repetition of similar works or services entrusted to the economic operator to which the same contracting authority awarded an original contract, provided that such works or services are in conformity with a basic project for which the original contract was awarded following a procedure in accordance with regulation 26(1) and (2).”
4.2. The same products, resources, knowledge and skills will be required to deliver the required service; therefore the new requirement is a repetition and conforms to the services awarded in the original contract.
4.3. The development is almost complete and all work thus far has been completed by Capgemini. If an alternative software developer was engaged, this would risk incompatibility of the final development sprint with the developments already in operation, this in turn this would lead to severe technical difficulties
