Executive summary
The MPS is seeking approval to stand up a New Strategic Data Centre (DC) location. This will allow Digital Policing (DP) to mobilise the migration from, and target closure of an existing large legacy data centre.
This business case supports Eagle services migrating to Cloud. The MPS will look to procure and implement the initial local hosting and network components, WAN connectivity circuits and resourcing to standup the new DC core infrastructure service. The new location will be ready to receive additional new services (in flight strategic projects) from Q1 2021.
Recommendation
The Deputy Mayor for Policing and Crime is recommended to:
1. Approve capital spend of £4,509k for the local IT hosting and network core infrastructure, WAN connectivity circuits and resourcing to stand up the new DC of which
a. £2,700k is fully funded from the MOPAC approved Digital Policing capital budget for 2020/21.
b. The remaining £1,809k will be drawn down from a core infrastructure refresh provision incorporated into the incumbent contract
2. Approve Revenue costs of £1,755k in 2020/21 and £865k for 2021/22 to cover the new DC charges, core infrastructure (hosting and network) support charges, Azure charges and DC operational charges, which will be funded from the DP core infrastructure budget.
3. Approve entering into a five year initial term contract at the new Data Centre location.
Non-confidential facts and advice to the Deputy Mayor for Policing and Crime (DMPC)
1. Introduction and background
1.1. The new Date Centre (DC) location will be provisioned for a 5 year term from September 2020 to September 2025 at a location with highly secure access.
1.2. Current data centre charges would be reduced with a smaller fit for purpose offering at the new DC location.
1.3. The new DC infrastructure provides MPS with flexibility to enable increasing alignment to current best practice core infrastructure conventions.

3. Financial Comments
3.1. This investment requires Capital of £4,509k for the local hosting and network core infrastructure, WAN connectivity circuits and resourcing to stand up the new DC. Of this, £2,700k is fully funded from the MOPAC approved Digital Policing capital budget for 2020/21 and the remaining £1,809k will be drawn down from a core infrastructure refresh provision incorporated into the incumbent contract.
3.2. Revenue costs of £2,620k are required to cover the new DC charges, core infrastructure (hosting and network) support charges, Azure charges and DC operational charges. These will be funded from the DP core infrastructure budget.
4. Legal Comments
4.1. The Mayor’s Office for Policing and Crime (MOPAC) is a contracting authority as defined in the Public Contracts Regulations 2015 (the Regulations). All awards of public contracts for goods and/or services in excess of £189,330 shall be procured in accordance with the Public Contract Regulations 2015.
4.2. Paragraph 4.8 of the MOPAC Scheme of Delegation and Consent provides that the Deputy Mayor for Policing and Crime (DMPC) has delegated authority to approve business cases for revenue or capital expenditure of £500,000 or above.
4.3. Paragraph 4.13 of the MOPAC Scheme of Delegation and Consent provides that the Deputy Mayor for Policing and Crime (DMPC) has delegated authority to approve the procurement strategy for all revenue and capital contracts of a total value of £500,000 or above.
4.4. Paragraph 4.15 of the MOPAC Scheme of Delegation and Consent provides that the Deputy Mayor for Policing and Crime (DMPC) has delegated authority to award MOPAC contracts with a total value of £500,000 or above.
4.5. The MPS Legal team have been consulted on this proposal. The Framework complies with public procurement regulations.
5. Commercial Issues
5.1. MPS will procure the initial 5 year term at the new DC facility via a known Commercial framework agreement.
5.2. The MPS plan to build a mid term review point to assess requirements in advance of the DC contract expiring in Year 5, allowing DP Board to make an informed decision on term extension.
5.3. Core Infrastructure Services at the new DC will be contracted via the MPS Supplier Tower model to add this location for service provision and reporting.
6. GDPR and Data Privacy
6.1. This project does not use personally identifiable data of members of the public, so there are no current GDPR issues to be considered. If the project uses personally identifiable data of members of the public at a later date DPIAs will be completed as needed.
7. Equality Comments
7.1. As this paper relates to ensuring the continuity of an existing service, this recommendation does not change any aspects relating to MPS equality obligations under the Equality Act therefore an Equality Impact Assessment (EIA) is not required at this time.
