Executive summary

As part of the delivery of the Governments counter terrorism strategy (Contest) CT policing has engaged with PoolRe to develop a national Information Sharing Platform (ISP) fully funded by PoolRe. The funding of £9.6m over a 5-year period. The funding will cover the project management, set up, resourcing and running costs of the ISP, IT Support and analytics for a period of five years. There are no direct financial implications for MOPAC.

The ISP will contribute towards the Lord Harris' independent review into London's preparedness to respond to a terrorist incident.

Recommendation

The Deputy Mayor for Policing and Crime is recommended to approve the acceptance of sponsorship of the Information Sharing Platform in partnership with PoolRe in pursuant of Section 93 of the Police Act 1996 with a contribution of £9.6 million.

1. Introduction and background

1.1. As part of the delivery of the Governments counter terrorism strategy (Contest) CT policing has engaged with PoolRe to develop a national Information Sharing Platform (ISP) fully funded by PoolRe.

2. Issues for consideration

2.1. The Mayor’s number one priority is to make sure Londoners are safe. The ISP proposal is designed to deliver effective information sharing between the public and private sectors, in order to enhance collective safety and resilience. The platform targets Business & Industry but will be open to all and free to use.

2.2. Appendix 1 also sets out how the ISP will contribute towards the Lord Harris' independent review into London's preparedness to respond to a terrorist incident.

3. Financial Comments

3.1. The funding is £9.6m over a 5-year period. There are no direct financial implications for MOPAC.

4.1. Section 93 of the Police Act 1996 allows the MOPAC, as the local policing body, in connection with the discharge of any of its functions to accept gifts and loans of money and resources and includes the ability to provide commercial sponsorship terms to the third party.

4.2. The MOPAC scheme of Delegation at Clause 4.8 requires the Deputy Mayor for Policing and Crime to approve all inward donations and sponsorship £50,000 and above in value.

5. Commercial Issues

5.1. The sponsorship will be documented by way of a S.93 Sponsorship agreement to formalise the arrangement. The agreement will be published under the Elected Local Policing Bodies (Specified Information) Order 2011.

6. GDPR and Data Privacy

6.1. Under Article 35 of the General Data Protection Regulation (GDPR) and Section 57 of the DPA 2018, Data Protection Impact Assessments (DPIA) become mandatory for organisations with technologies and processes that are likely to result in a high risk to the rights of the data subjects. A Data Protection Risk Assessment (DPIA) has been completed for this project.

6.2. The ISP will have subscription sections where users will be required to provide personal information for validation and verification. This information will allow the user to gain access to more sensitive information and to ensure the security of the information accessed. Suitable information will be made available to the subscriber on that information in accordance with Data Protection and General Data Protection Regulation (GDPR). The platform provides links to websites where sensitive information is held and the subscriber will be required to be an existing subscriber of that website and its security and Data Protection and GDPR regulations.

7.1. There are no direct equality implications arising from the acceptance of the sponsorship proposal.
