Executive summary
MOPAC/VRU/MPS submitted a bid for Home Office Surge funding to tackle violent crime in March 2020, and were awarded £13.6m. A grant agreement accepting the funding was signed on 25 June 2020. This paper seeks the approval for the allocation of £807,375 to four projects for funding in 2020/21.
Recommendation
The Deputy Mayor for Policing and Crime is recommended to:
1. Approve the allocation of £250,000 from the Home Office Surge to British Transport Police and £250,000 to CoLP to cover their contribution to joint operations tackling violent crime.
2. Approve the awarding of 3 grants to the value of £30,000 each to the Safer Business Network for the establishment of Business Crime Reduction Partnerships (BCRPs) in an additional three violent crime hot spots.
3. Approve the award of a grant of £177,375 to Bounce Back to enable the establishment of an enhanced Divert Programme across all London Boroughs offering paths away from crime to the most vulnerable young people in society.
4. Approve a grant of £20,000 to LB Enfield and £20,000 to LB Haringey to enable the delivery of activity in support of the North Area Violence Reduction Group (NAVRG).
5. Note that all the above proposed grants meet the conditions of the Home Office grant.
Non-confidential facts and advice to the Deputy Mayor for Policing and Crime (DMPC)
1. Introduction and background
1.1. A joint MOPAC/VRU/MPS bid was submitted to Home Office in March 2020 to access Violence Reduction Unit and Police Surge funding. In June the grant agreement accepting this funding was signed. This paper sets out requests to allocate £807,375 of this funding to third parties.
2. Issues for consideration
2.1. Each of the 4 proposals were contained in the original bid submission. The only change, which has been approved by the Home Office, is an expansion of the proposal for an enhanced divert programme from the North Area BCU only to covering all 12 BCU’s.
3. Financial Comments
3.1. The total cost of the proposed 4 allocations of funding is £807,375 in 2020/21. This will be funded from within the Home Office Surge grant funding.
4. Legal Comments
4.1. Under Section 9 of the Police Reform and Social Responsibility Act 2011 MOPAC may make a Crime and Disorder Reduction Grant to any person if they are of the opinion that it will secure, or contribute to securing crime and disorder reduction within the Metropolitan Police District. MOPAC may make a Crime and Disorder Reduction Grant subject to any conditions (including conditions as to repayment) which MOPAC think appropriate.
4.2. Paragraph 4.8 of the MOPAC Scheme of Delegation and Consent provides that the Deputy Mayor for Policing and Crime (DMPC) has delegated authority to approve
• The strategy for the award of individual grants and/ or the award of all individual grants whether to secure or contribute to securing crime reduction in London or for other purposes.
5. Commercial Issues
5.1. The services to be provided are set out in Appendix 1 with further detail in the restricted section of the report. The services will be procured by way of grant agreements.
6. GDPR and Data Privacy
6.1. MOPAC will adhere to the Data Protection Act (DPA) 2018 and ensure that any organisations who are commissioned to do work with or on behalf of MOPAC are fully compliant with the policy and understand their GDPR responsibilities.
6.2. Each individual bid has been assessed for GDPR compliance. Where individual projects are in receipt of personal data or sharing information, full Information Sharing Agreements (ISAs) and Date Recording protocols are in place.
7. Equality Comments
7.1. MOPAC is required to comply with the public sector equality duty set out in section 149(1) of the Equality Act 2010. This requires MOPAC to have due regard to the need to eliminate discrimination, advance equality of opportunity and foster good relations by reference to people with protected characteristics. The protected characteristics are: age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex and sexual orientation.
7.2. An Equalities Impact Assessment (EIA) has been completed for every area of the HO Surge fund.
