This paper seeks approval to further extend the current Police Services Agreement (PSA) with Heathrow Airport Limited. This will be for a period of 12 months from 1 April 2018 to 31 March 2019.

1. Approve the extension of the current Police Services Agreement with Heathrow Airport Limited for a period of 12 months from 1 April 2018 to 31 March 2019.

1. Introduction and background

1.1. The current PSA extension with Heathrow Airport Limited is due to expire on the 31 March 2018. This paper requests approval to extend this PSA by a further 12 months. A PSA is a statutory requirement in the case where it has been agreed that some security measures in the Airport Security Plan will be carried out by a local police force.

2. Issues for consideration

2.1. The current PSA was reviewed by TLT Solicitors on behalf of Directorate of Legal Services. The vast majority of the terms and conditions remain unchanged. The major changes are the introduction of a separate schedule covering Data Protection as a result of a significant rewrite of this clause to take account of the General Data Protection Regulation, which comes into force on 25 May 2018.

3. Financial Comments

3.1 The cost of the PSA will be met by Heathrow Airport Limited.

3.2 Further details are contained in the Part 2.

4.1. Paragraph 4.8 of the Scheme of Delegation and Consent requires the Deputy Mayor for Policing and Crime to approve the provision of policing services to external bodies were the contract value is £500,000 or above.
