Terms of Reference - Performance and Risk Oversight Board

The Performance and Risk Oversight Board has been established to enable the Deputy Mayor for Policing and Crime (DMPC) to effectively exercise the role and duties of the Police and Crime Commissioner, as delegated by the Mayor of London.

The Performance and Risk (P&R) Oversight Board provides the forum for MOPAC to oversee the Metropolitan Police’s (MPS) performance in relation to the Police and Crime Plan (PCP). The meeting also allows the DMPC to address the most significant emerging risks and issues.

Function

The P&R Oversight Board will be responsible for:

  • Securing the efficiency and effectiveness of the MPS.
  • Scrutinising MPS delivery against the PCP, or any other Mayoral priorities, by reviewing performance against agreed PCP priorities and the PCP Outcomes Framework.
  • Reviewing the identification, assessment and management of risks to delivery of PCP priorities.
  • Reviewing key strategic policing risks for London. Assuring the MPS’s identification and management of key strategic risks and overseeing the MPS’s approach to risk management.

Supporting Information

To support these responsibilities, the P&R Oversight Board will:

  • Require the MPS to report progress on the delivery of the outcomes outlined within the Police and Crime Plan Outcomes Framework.
  • Require the MPS to provide an assessment of delivery through a quarterly Business Plan report.
  • Receive reports from the MPS on key strategic risks and emerging issues.
  • The P&R Oversight Board may also request additional briefing on key issues and risks.

Frequency of meetings

P&R Oversight Board meetings will be held quarterly. Exceptional Oversight Board meetings may be scheduled at the request of the DMPC.

Membership

The P&R Oversight Board membership comprises:

  • Deputy Mayor for Policing and Crime
  • Commissioner
  • Deputy Commissioner
  • MPS Chief of Corporate Services
  • Chief Executive Officer, MOPAC
  • Director of MPS Strategy and Oversight, MOPAC
  • Other MOPAC and MPS officers and staff as required

Roles and responsibilities

  • The agenda will be confirmed by MOPAC four weeks ahead of the meeting.
  • MOPAC will commission papers at least four weeks ahead of the meeting.
  • Papers will be provided by the MPS ten working days in advance of the meeting.
  • Papers will be circulated by MOPAC five working days before the meeting.
  • MOPAC will provide the secretariat for the meeting.
  • MOPAC will publish the agenda, notes of the meeting and meeting papers on its website.
