Terms of Reference - Finance, Change and People Oversight Board
The Finance, Change and People Oversight Board has been established to enable the Deputy Mayor for Policing and Crime (DMPC) to effectively exercise the role and duties of the Police and Crime Commissioner as delegated by the Mayor of London.
The Finance, Change and People (FCP) Oversight Board provides the forum for MOPAC to oversee the Metropolitan Police’s (MPS) finance and corporate services. The meeting allows the DMPC to scrutinise MPS expenditure, workforce plans and transformation plans.
Function
The FCP Oversight Board will be responsible for oversight of finance, change and workforce issues:
- Securing the efficiency and effectiveness of the MPS.
- Scrutinising MPS delivery against the Police and Crime Plan (PCP), or any other Mayoral priorities, by reviewing spending and workforce plans against agreed PCP priorities and the PCP Outcomes Framework to ensure alignment.
- Undertaking routine oversight of MPS capital and revenue expenditure.
- Reviewing the proposals for the annual budget and Medium-Term Financial Strategy (MTFS) in line with Mayoral priorities.
- Embedding MOPAC in the long-term strategic budget and finance decision making process.
- Undertaking oversight of work to address cultural challenges in the MPS, including oversight of professional standards and conduct issues.
- Overseeing MPS transformation plans to ensure that they are on track and delivering against the priorities in the PCP.
- Undertaking scrutiny of workforce in relation to key issues such as diversity and training and development.
Supporting Information
To support these responsibilities, the FCP Oversight Board will:
- Require the MPS to report progress on revenue and capital expenditure and how spending decisions align with the Police and Crime Plan.
- Require the MPS to report progress on workforce plans and how allocation decisions align with the Police and Crime Plan.
- Require the MPS to report progress on cultural change, professional standards and conduct.
- Receive updates from the MPS on the progress of its transformation programme.
- The FCP Oversight Board may also request additional briefing on key issues and risks.
Frequency of meetings
FCP Oversight Board meetings will be held quarterly and will be timed to align with key points in the financial cycle. Exceptional Oversight Boards may be scheduled at the request of MOPAC.
The agenda for the board meeting will align to the budget and planning cycle.
Membership
The FCP Oversight Board membership comprises:
- Deputy Mayor for Policing and Crime
- Commissioner
- MPS Chief of Corporate Services
- Chief Executive Officer, MOPAC
- Chief Finance Officer, MOPAC
- Other MOPAC and MPS officers and staff as required
Roles and responsibilities
- The agenda will be confirmed by MOPAC four weeks ahead of the meeting.
- MOPAC will commission papers at least four weeks ahead of the meeting.
- Papers will be provided by the MPS ten working days in advance of the meeting.
- Papers will be circulated by MOPAC five working days before the meeting.
- MOPAC will provide the secretariat for the meeting.
- MOPAC will publish the agenda, notes of the meeting and meeting papers on its website.
