PCD 1868 Wiper Youth CIC Novation for My Ends Programme

The VRU are seeking permission to novate Wipers Youth CIC (company registration number: 12634357) contract to Wipers Youth CIC (company registration number: 15323717) from 1st July 2025.  

This novation request is due to Wipers Youth CIC’ change in their company registration number.  

PCD 1519 approved the competitive tender process to commission delivery partners for MyEnds 2.0. Subsequently, PCD 1644 approved additional funding to expand the rollout to three more locations. 

Following a competitive tender process, nine VCS-led consortiums were awarded funding under MyEnds 2.0 to deliver community-led, place-based solutions in neighbourhoods experiencing high levels of need and persistent violence.  

Among the nine successful consortiums, Wipers Youth CIC have been commissioned to lead the Kick Back consortium, delivering in Finsbury Park, Islington. VRU officers have worked closely with Wipers Youth CIC over the length of the MyEnds contract and are confident in their abilities to deliver the MyEnds programme and deliver community led solutions to violence reduction.  

The Deputy Mayor for Policing and Crime is recommended to:   

  1. Approve the novation of the current contract to Wipers Youth CIC (company registration number: 15323717) from 1st July 2025 to 31st March 2026 for the contract value of £399,813.77 with the option to extend up to 24 months for the total extension value of £799,627.55. The decision to extend will be subject to a separate DMPC decision. 

PART I - NON-CONFIDENTIAL FACTS AND ADVICE TO THE DMPC 

  1. Introduction and background  

  1. The VRU developed the MyEnds programme (previously called Community Connectors programme); initially designed as a two-year investment programme where several areas across the capital benefited from a budget of up to £750k to build on their version of a community led collective impact model to reducing violence.  

  1. Following the promising first year of the programme, on 12 July 2022, the Mayor was pleased to announce a further £9 million funding for the VRU flagship community-led programme to tackle violence and deliver positive opportunities for young people. This allowed the VRU to extend the delivery of the  MyEnds programme across all eight currently commissioned neighbourhoods for a further 15 months from 1 April 2023 until 30 June 2024. This has been approved via PCD 1149 dated 25 May 2022. 

1.3 Decision PCD 1149 only approved allocation for one year of MyEnds 2.0. In order for the VRU to implement key activity strands, demonstrate impact and achieve the projected outcomes, a minimum of two years funding was required. Therefore, the programme was further extended until 31 March 2026 following approval of PCD 1519 dated 26 October 2023. 

1.4 Decision PCD 1644 approved additional funding to expand the rollout from six commissioned delivery partners to nine. Following a competitive tender process, the VRU awarded nine contracts to nine consortiums of high-quality specialist and culturally competent support services in a placed-based context, who have been delivering across the following three strategic aims: 

  • Systems change/collective impact across contexts  

  • Grant funding Element (onward capacity building grants to grassroots organisations embedded in the local community) 

  • Interventions: for young people and families  

1.5  The MyEnds programme has served a critical role in increasing community involvement, capacity, and resilience in the nine local neighbourhoods in which it operates. Overall, the programme has shown great impact in developing and delivering locally informed and relevant interventions to reduce violence and is becoming a lifeline to many young Londoners. It is very much at the heart of a public health approach to tackling violence. 

  1. Issues for consideration  

2.1 The VRU needs a novation of this contract due a change in the company registration number but the name remains the same. From current Wipers Youth CIC (company registration number: 12634357) contract to Wipers Youth CIC (company registration number:  15323717) from 1st July 2025 to 31 March 2026 with the option to extend until 31 March 2028. 

2.2.  The change in company number occurred because Wipers Youth CIC informed us that they transitioned from a CIC limited by shares to a CIC limited by guarantee, Wipers made this decision to better support fundraising efforts. As a result, their bank account details were updated, and they notified us accordingly. Aside from this administrative change, all operational aspects remain the same, for example, staffing, service provided, and delivery processes are unchanged.  

2.3 Having worked with Wipers Youth CIC on the MyEnds programme, the VRU are satisfied that they are a credible provider to deliver the MyEnds programme.  

  1. Financial Comments  

 3.1 There is no financial impact as a result of this contract novation, the original contract was for £799,628 with an optional extension amount of £799,628 to give a maximum contract value of £1,599,255. Payments to the previous company total £399,814, the contract novation to the end of March 2026 value is £399,814 with an optional extension of                £799,628 resulting in a total for previous and proposed contracts of £1,599,255. Details are shown in the table below.

3.2. The option to extend up to 24 months from 1st April 2026 to 31st March 2028 would be subject to a separate DMPC decision. 

3.3  No credit score information is available on the newly formed company, the previous company credit score was assessed as ‘low risk’, however to mitigate any financial risk it is recommended that all payments are made in arrears following delivery of the service. 

  1. Legal Comments 

4.1. Paragraph 4.13 of the MOPAC Scheme of Delegation and Consent provides that the Deputy Mayor for Policing and Crime (DMPC) has delegated authority to  approve all unforeseen variations and extensions to contracts with an original  value of £500,000 or above, when the variation or extension is greater than  10% of the original value and/or is for a period of more than 12 months. This proposed novation is an unforeseen variation of contracts.  

4.2. Officers can assure that this contract novation is permissible under Regulation  

72(1)(d)(ii) of the Public Contract Regulations where a new contractor replaces  

PCD April 2023 the one to which VRU had initially awarded the contract as a consequence of universal or partial succession into the position of the initial contractor, following a merger, acquisition or insolvency, of another economic operator that fulfils the criteria for qualitative selection initially established, provided that this does not entail other substantial modifications to the contract and is not aimed at circumventing the Regulations. 

  1. Commercial Issues  

5.1 The VRU is seeking approval to novate the current Wipers MyEnds contract to Wipers Youth CIC from 1st July 2025 to 31st March 2026 for the value of £399,813.77. 

5.2 The contract will stay with Wipers Youth CIC (company registration number: 12634357) until 30th June 2025 then novate to Wipers Youth CIC (company registration: 15323717) on 1st July 2025 to 31 March 2026 with the extension option of up to 24 months for the value of £799,627.55. 

5.3       Officers can assure that based on evidence provided that novation of the contract  

is the best course of action to maintain continuity of service. 

5.4. Officers provide assurance that the same responsible procurement obligations that  

were placed on the contractor will remain in place 

5.5. Officers can confirm that the DMPC has the legal authority to agree this decision in  

Accordance with the legal framework.

This piece of work has been informed by discussions and feedback from the Violence Reduction Unit, the Greater London Authority and

  1. MOPAC will adhere to the Data Protection Act (DPA) 2018 and ensure that any organisations who are commissioned to do work with or on behalf of MOPAC are fully compliant with the policy and understand their GDPR responsibilities.   

  1. Equality Comments  

  1. MOPAC is required to comply with the public sector equality duty set out in section 149(1) of the Equality Act 2010. This requires MOPAC to have due regard to the need to eliminate discrimination, advance equality of opportunity and foster good relations by reference to people with protected characteristics. The protected characteristics are: age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex and sexual orientation. 

  1. An Equalities Impact Assessment (EIA) has been completed which evidences those disproportionately affected by stop and search.  

  1. Given the findings of institutional racism, misogyny and homophobia in the Casey review there should be enhanced assurance that the recommendations incorporate actions to address this
