This paper seeks approval for the Mayor’s Office for Policing and Crime (MOPAC), on behalf of the NPCC, to receive upto £4,981,108 of grant funding for 2024/25 provided by the Home Office to continue the NPCC Reform programme.

Approve MOPAC entering into a Grant Agreement with the Home Office (HO), on behalf of the NPCC, to receive the NPCC Strategic Hub Grant Award for up to £4,981,108 (initial grant funding of £4,741,562 and expected uplift for DLRP Programme Director role of £139,546 and up to £100,000 for additional productivity activity).

MOPAC hosts the National Police Chiefs’ Council (NPCC). The Home Office has provided grant funding to the NPCC for a range of activities in the past. This paper seeks approval for grant funding for 2024/25.

The draft grant agreement is for £4,741,562 as above, and the Home Office has indicated further grant funding of £239,546 will be to follow via a grant variation.

Financial Comments

The acceptance of upto £4,981,108 grant funding for 2024-25 is designed to support the development and delivery of the NPCC strategic hub, the Delivery Landscape Reform programme, Violence Against Women and Girls, Artificial Intelligence Lead, Workforce Data Team and the policing productivity review.

These funds will be managed by Gemma Stannard, Head of NPCC Strategic Hub and oversight of Workforce Data Team funds, Tracy Holyer, Head of Organisational Development and Change, NPCC Strategic Hub and DLRP funds, Samantha Millar VAWG Programme Director, Alex Murray AI Portfolio Lead and Alan Pughsley, Policing Productivity Review Lead. Full grant funding will be overseen by Gavin Stephens, Chair of NPCC, with additional reporting and assurance processes outlined in the Grant Agreement to address oversight and transparency.

The NPCC assure that the grant will fund all the expected costs of the Reform Programme and if there is any overspend the NPCC will meet the cost from within its own resources.

Legal Comments

This grant will be paid to the MOPAC, as the host organisation for the NPCC, in exercise of the power conferred upon the Secretary of State for the Home Department under Section 57 of the Police Act 1996.

Under paragraph 4.8 of the MOPAC Scheme of Consent and Delegation the DMPC has delegated authority to approve “Bids for grant funding made and all offers made of grant funding; and/or where appropriate a strategy for grant giving”.

GDPR and Data Privacy

MOPAC will adhere to the Data Protection Act (DPA) 2018 and ensure that any organisations who are commissioned to do work with or on behalf of MOPAC are fully compliant with the policy and understand their GDPR responsibilities.

The NPCC assure the receipt of HO funding does not involve the use of personally identifiable data of members of the public, so there are no GDPR issues to be considered.

Equality Comments

MOPAC is required to comply with the public sector equality duty set out in section 149(1) of the Equality Act 2010. This requires MOPAC to have due regard to the need to eliminate discrimination, advance equality of opportunity and foster good relations by reference to people with protected characteristics. The protected characteristics are: age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex and sexual orientation.

The NPCC assure that no issues have been identified relating to equality or diversity. Metropolitan Police Service and their processes are followed in relation to recruitment and promotion of NPCC staff.
