This paper seeks approval to the revised rent for Jubilee House, 230-232 Putney Bridge Road, Putney, London, SW15 2PD following the 5-yearly rent review.  The cost will be met from within the existing budget. 

The Deputy Mayor for Policing and Crime is recommended to:   

  1. Confirm agreement of the revised rent payable by the MPS for the occupation of Jubilee House 

PART I - NON-CONFIDENTIAL FACTS AND ADVICE TO THE DMPC 

  1. Introduction and background  

  2. MOPAC has a long lease for Jubilee House - an office building in Putney – running from 25 March 1976 for 75 years.  The landlord served a rent review notice in September 2022. This paper seeks approval for the negotiated revised rent. 

  3. Issues for consideration 

  4. The MPS assure that Jubilee House forms part of its planned retained estate in line with the New Met for London (NMfL) plan.  

  5. Following negotiations with the landlord a revised rent has been agreed. The detail of the rent review is set out in the restricted section of this paper. 

  6. Financial Comments  

  7. The negotiated rent level will be funded from within the MPS existing budget. 

  8. Legal Comments 

  9. In carrying out its functions, MOPAC may, under paragraph 7, Schedule 3 of the Police Reform and Social Responsibility Act 2011 “do anything which is calculated to facilitate, or is conducive or incidental to, the exercise of the functions of the Office”. 

  10. Paragraph 4.8 of the MOPAC Scheme of Delegation and Consent provides that the Deputy Mayor for Policing and Crime (DMPC) has delegated authority to approve business cases for revenue or capital expenditure of £500,000 or above 

  11. GDPR and Data Privacy  

  1. MOPAC will adhere to the Data Protection Act (DPA) 2018 and ensure that any organisations who are commissioned to do work with or on behalf of MOPAC are fully compliant with the policy and understand their GDPR responsibilities.   

  1. The MPS assure that this report does not use personally identifiable data of members of the public therefore there are no GDPR issues to be considered. 

  1. Equality Comments    

  2. MOPAC is required to comply with the public sector equality duty set out in section 149(1) of the Equality Act 2010. This requires MOPAC to have due regard to the need to eliminate discrimination, advance equality of opportunity and foster good relations by reference to people with protected characteristics. The protected characteristics are: age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex and sexual orientation. 

  3. There are no equality implications arising from this proposal.
