This paper seeks approval to accept Home Office grant funding on behalf of the National Police Chiefs’ Council to develop in collaboration with the Home Office and HM Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS) a Digital Crime and Performance Pack. The funding is £139,277 each year, for three years 2022/23-2024/25.

Introduction and background

MOPAC host the National Police Chiefs’ Council (NPCC). Under the collaboration agreement, as host MOPAC has to approve the acceptance of external funding on behalf of the NPCC.

Issues for consideration

The key deliverable of the Digital Crime and Performance Pack (DCPP) is better understanding of policing performance against the National Crime and Policing Measures (NCPM) which will, in turn, contribute to improved performance in those areas and delivery of ambitions to reduce murder and homicide, reduce serious violence, reduce neighbourhood crime, disrupt drugs supply and county lines, tackle cyber-crime, and improve satisfaction among victims (especially victims of domestic abuse).

The DCPP supports the collection and management of policing data in England and Wales from the 43 forces using the ‘collect once use many times’ narrative.

Financial Comments

The proposed grant is £139,227 each year for the three year period 2022/23-2024/25.

NPCC assure that estimated costs will be fully funded from the HO grant. Any costs not met by the HO grant funding will be funded from the NPCC budget and reserves. There is no financial exposure for MOPAC.

Legal Comments

This grant will be paid to the MOPAC, as the host organisation for the NPCC, in exercise of the power conferred upon the Secretary of State for the Home Department under Section 57 of the Police Act 1996.

Under paragraph 4.8 of the MOPAC Scheme of Consent and Delegation the DMPC has delegated authority to approve “Bids for grant funding made and all offers made of grant funding; and/or where appropriate a strategy for grant giving”.

GDPR and Data Privacy

MOPAC will adhere to the Data Protection Act (DPA) 2018 and ensure that any organisations who are commissioned to do work with or on behalf of MOPAC are fully compliant with the policy and understand their GDPR responsibilities.

NPCC assure that the receipt of HO funding does not involve the use of personally identifiable data of members of the public, so there are no GDPR issues to be considered.

Equality Comments

MOPAC is required to comply with the public sector equality duty set out in section 149(1) of the Equality Act 2010. This requires MOPAC to have due regard to the need to eliminate discrimination, advance equality of opportunity and foster good relations by reference to people with protected characteristics. The protected characteristics are: age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex and sexual orientation.

NPCC assure that MPS HR and their processes are followed in relation to recruitment and promotion. In addition NPCC employ a risk manager to identify, monitor and mitigate any potential risks no issue, and that as a result no issues have been identified relating to equality or diversity.
