
London Union Learning Programme
The London Union Learning Programme (LULP) is here to help workers learn new skills and grow their career prospects. From essential literacy, maths and digital skills to advanced topics like AI, we provide the support workers need to succeed.
Who we are
The London Union Learning Programme (LULP) is a GLA partnership programme. We work with the Trades Union Congress (TUC) and affiliated trade unions to support Union Learning Representatives (ULRs).
Our mission is to create accessible training pathways for workers, especially those in low paid or low skilled roles, or insecure work. We help them find the best learning opportunities to empower and upskill themselves inside and outside of work.
LULP focuses on bringing learning back to unions, ensuring support remains available for workers and ULRs across London. By working closely with unions and learning providers we are building a stronger, more skilled workforce for the future.
What we do for learners and workers
The courses we resource are tailored to learner needs, from foundational to advanced learning. Our focus is centred around:
- employability skills
- lifelong learning
- health and wellbeing
- essential literacy, maths and digital skills.
We also provide a flexible approach to learning, helping learners balance work and home life. Our support includes:
- initial engagement
- skills audit workshops
- sourcing online courses
- in person courses
- blended learning
- encouraging independent learning
- referrals to GLA funded programmes and providers.
What we do for employers
As our world changes, so does our approach to learning. We work with trade unions and employers to identify opportunities that support the workplace and employees.
We connect you with GLA funded learning providers and programmes that are:

low-cost or free – many of the courses we promote are free online courses, which makes learning accessible to everyone.

How the programme works
Step 1: LULP works with ULRs
We help Union Learning Representatives (ULRs) with their workplace engagement activities.
Step 2: LULP engages learners
We run skills audit sessions and assess individual learning plans.
Step 3: Start learning
With our help and their ULRs, learners sign up for learning courses. We also provide access to resources and support.
