London Development Toolkit
Building on the success of the London Development Panel, the Greater London Authority (GLA) has captured the knowledge, expertise and lessons learnt from the panel to produce a suite of guidance notes.
The five guidance notes, known collectively as the London Development Toolkit, are tailored to support public landowners who are planning to procure residential-led development on their land.
How the toolkit helps public landowners
The toolkit explores the early stages of the development process including:
- analysing a site’s development potential, in terms of design, capacity and financial viability
- preparing a vision and objectives for development
- choosing a delivery structure
- developing a procurement strategy
- preparing a brief and managing a successful procurement process.
The toolkit aims to ensure that good quality design, sustainability and social value benefits are built into and stewarded through the early part of the development process.
Before using the toolkit
The toolkit has been prepared with GLA Group organisations and support from procurement, legal, commercial and design advisers. It provides ideas, tips and guidance based on the GLA’s experience of promoting its land for development and procuring developer partners.

Landowners should seek their own sources of commercial or legal advice when planning development on their land.

The toolkit consists of five guidance notes. The fifth guidance note on contracts will be published in mid-2026.
