Review of GLA Group Housing Delivery

The Mayor’s 2021 manifesto included a commitment to commission an independent review to streamline and further improve housing development across the GLA Group. In October 2021, the Mayor asked Lord Kerslake to chair this independent review and consider how a City Hall developer could be piloted in the next Mayoral term.

Lord Kerslake’s review makes 15 recommendations across the following themes:

• Oversight of GLA Group housing delivery

• GLA Group collaboration on housing delivery

• City Hall developer

• LLDC transition

• Finance and funding

The Mayor accepts the recommendations of Lord Kerslake’s Review of GLA Group Housing Delivery in full. The Mayor’s response to the Review of GLA Group Housing Delivery sets out how he intends to implement each of the recommendations with the wider GLA Group.

Lord Kerslake’s first recommendation addresses the need for a statement of shared policy on GLA Group housing delivery. A statement of shared policy has been endorsed by senior leaders across the GLA Group and confirms priorities for housing delivery on GLA Group land.
