Funding for supported and specialist housing
There are various funding programmes, which deliver new or improved supported and specialist housing in London while achieving the Mayor's aim to meet London's diverse housing needs.
Many different supported and specialist housing types can be funded, for a wide range of client groups, either through the Affordable Homes Programme or another specialist programme listed below.
We also have funding available for community-led housing and revenue funding available to accommodation-based support for domestic abuse survivors.
Domestic Abuse Safe Accommodation Homes Programme
This programme is a vital initiative, designed to increase safe accommodation provision for domestic abuse survivors and their children across London.
It strategically combines capital funding of up to £8.5 million from the Affordable Homes Programme (AHP) 2021 to 2026 with revenue funding of up to £4 million from the Part 4, duty under the Domestic Abuse Act 2021.
The programme seeks to address safe accommodation provision gaps across London, identified in the 2021 needs assessment. As such, bids for under-served group accommodation will be prioritised.
Capital funding is available for accommodation starting on site by September 2026. Up to three years of revenue funding for support is also available, until March 2030. Bids must demonstrate how revenue support funding aligns with capital delivery.

Single Homelessness Accommodation Programme
The Mayor secured a portion of a £270 million national budget to deliver supported homes for Londoners sleeping rough as well as young Londoners (18 to 24) who are experiencing (or at risk of) homelessness.
This Single Homelessness Accommodation Programme (SHAP) was developed to meet existing housing pathway gaps while addressing unmet need. It was open for capital and revenue funding bids in 2023, with successful allocations published on MHCLG's website.
This programme is currently in delivery and reports on its progress will be published in due course.

Care and Support Specialised Housing programme
This over £100 million programme provided older and disabled Londoners with well-designed, accessible homes. This enabled them to have appropriate care levels while living independent, dignified lives. The programme enabled family-sized homes to be freed up, for families and others in housing need. It also helped reduce social care and health costs. Funding was available for new-build and remodelling existing schemes.
The original programme ran until 31 March 2022, and was extended for schemes starting up to the end of March 2025.

Mental Health Specialist and Supported Housing
In 2024, the Greater London Authority, with support from Department of Health and Social Care, commissioned Imogen Blood and Associates to produce a research and market development project. It focused on the provision of specialist and supported housing for adult Londoners with mental health needs (MH SSH).
The project aimed to understand needs, gaps and barriers to the provision of MH SSH for adult Londoners and develop the market to increase bids to the GLA’s capital funding programme. You can download the full report (PDF, 1.63 MB) and the executive summary (PDF, 282.2 KB).
