As part of Westminster City Council’s vision to become a carbon neutral local authority by 2030, it has made becoming ‘Greener and Cleaner’ a priority in its ‘City for All’ vision.  To help achieve this aim, the council applied for funding from the government’s Public Sector Decarbonisation Scheme (PSDS).

Westminster is aiming to significantly reduce emissions from its corporate estate, which produces 21% of the council’s overall emissions.  Their corporate estate consists of approximately 130 buildings, including schools, leisure centres and offices.

How the Retrofit Accelerator – Workplaces supported Westminster City Council?

The Retrofit Accelerator – Workplaces supported Westminster on procurement and benchmarking analysis, as well providing data analysis to scope the project strategy and determine the appropriate stages to develop the invitation to tender.

The Workplaces team also provided assistance on the submission of the application for PSDS funding and in reviewing the investment grade proposal (IGP). Across the project, a variety of energy saving measures and technologies were deployed, including Building Management Systems, air source heat pumps, solar PV and heating, ventilation and air conditioning (HVAC) systems. New boilers, insulation and lighting control systems were also installed.

Impact

In taking advantage of Retrofit Accelerator – Workplaces guaranteed energy contracts and CO2 reductions, Westminster has saved a total of 1,947 tonnes of CO2 across its three phases.

As a result of these projects, the council has also achieved a combined 8,800,000 kWh in energy savings.
