
Zero Carbon Accelerator
As part of his work to make London a net-zero-carbon city by 2030, the Mayor of London, Sadiq Khan, wants the capital to use clean, flexible and locally generated energy and make more effective use of energy in our buildings.
The Mayor’s Zero Carbon Accelerator brings the former Low Carbon Accelerators (LCAs) together to offer a flexible and varied range of support to increase the ability of organisations to take action.
The programme offers free technical support to London-based organisations on their decarbonisation journey. The current Zero Carbon Accelerator will run until June 2026.

Get support
The Zero Carbon Accelerator offers free technical support to public sector organisations in London, including:
-
advising organisations on how to decarbonise their buildings
-
increasing organisations’ skills and understanding of decarbonisation
-
supporting the procurement of services to delivery of near complete and investment-ready decarbonisation projects
-
developing decarbonisation projects to be ready for funding, such as through the Mayor of London’s Green Finance Fund.
We strongly encourage requests for support from:

organisations with projects that are at the procurement stage or are investment-ready
-
large estates or consortiums and collaborations with collectively large estates.

The Mayor of London is delivering the Zero Carbon Accelerator in collaboration with Mott MacDonald, Energy Saving Trust and an alliance of experts: ACA Studios, Altair, Ambue, Arthian, ClimateView, COWI, EEVS, Energiesprong UK, ERM, IES, Pascall+Watson Architects, Pollard Thomas Edwards, Retrofit Academy, Roger Simpson-Jones and Zerogram.
Background
Between 2016 and 2024, the LCAs supported public sector organisations across London to reduce emissions.
Co-funded by the ERDF, the LCAs, comprised of the Retrofit Accelerators for Homes and Workplaces and the Local Energy Accelerator, which together supported London’s homes, businesses and public buildings to develop clean local energy, use less energy and save money on their energy bills.
Building upon these successes, the Zero Carbon Accelerator aims to grow these activities even further, helping to generate a sustainable and long-term pipeline of activity and make even greater strides towards a net zero carbon London. There is continued support for organisations to procure and manage the delivery of decarbonisation projects. Mott MacDonald has been appointed to deliver the Zero Carbon Accelerator, which is open to Expressions of Interest.
Zero Carbon Accelerator Framework
The Greater London Authority (GLA) has set up the Zero Carbon Accelerator Framework to enable organisations across the country to benefit from an accessible route to procure expert consultancy support. Mott MacDonald was appointed following an open tender process.
Public sector and other bodies, such as the NHS, citizens advice bodies and housing associations, can benefit from a simpler route to procure consultancy support to accelerate their net zero journey. The Framework has a potential value of up to £150m and is in place for up to four years. Call-off contracts can extend beyond the duration of the Framework Agreement.
Through the Framework, organisations can directly appoint Mott MacDonald and the Alliance to provide the technical expertise they need to decarbonise the built environment.
