The Old Oak and Park Royal Development (OPDC) has released documents relating to the full HIF funding bid and the funding conditions.
OPDC shared these documents with the Assembly in October 2019, marked as confidential. The documents immediately raised significant questions about the viability of the scheme and if it could support £250 million of public funding.
Susan Hall AM, Chairman of the Budget and Performance Committee said:
“We’re pleased that the OPDC has finally published its documents on the HIF funding bid and the funding conditions. The Assembly called on the OPDC to do this back in December as we believe that these documents should have been in the public domain some time ago.
“The Committee is particularly concerned about the HIF bid that the OPDC submitted which specifically referenced Car Giant housing delivery when at that time, Car Giant were no longer on board with the OPDC’s plans. The bid was clearly built on sand, it was always going to collapse.
“Projects commissioned by the Mayor and making use of public funds require full transparency and the OPDC is no exception to this. The Committee recently published its response to the Mayor’s budget and called on the Mayor to review the processes and governance of the OPDC’s senior management team as well as if the OPDC should continue in its current form. This should happen sooner rather than later.”
