Office to Residential: impact of PDR on quality of homes

London skyline
Created on
17 September 2019

Since 2013, over 676,000 square metres of office space has been converted to residential.

In return, over 15,900 homes were built however, only 0.4% were defined as affordable and over half are smaller than the national minimum space standard [1].

The London Assembly Planning Committee will tomorrow examine the impact of PDR on the quality and affordability of housing and office space in London.

Permitted Development Rights (PDR) allow certain changes to a building without the need to apply for planning permission.

The following guests will attend:

  • Arshad Bhatti, Chief Executive, Apex Airspace
  • Julia Park, Head of Housing Research, Levitt Bernstein
  • Paul Lewin, Planning Policy Team Leader, Brent Council
  • Henry Smith, Projects and Policy Manager, Town and Country Planning Association
  • Dr Jessica Ferm, Bartlett School of Planning University College London
  • Jack Airey, Head of Housing, Policy Exchange

The meeting will take place on Wednesday, 18 September at 2pm in Committee Room 5, City Hall (The Queen’s Walk, London SE1).

Media and members of the public are invited to attend.

The meeting can also be viewed LIVE via webcast or on our YouTube channel.
