This paper seeks approval to invest £911,480 to replace and repair roofs at the Lippitts Hill helicopter site and at the same time take the opportunity to install roof solar panels to contribute towards the net zero carbon ambitions and reduce on-going costs. The investment cost will be funded from the existing approved capital programme. 

The Deputy Mayor for Policing and Crime is recommended to:   

  1. Approve delegated authority to the Director of Property Services to spend £911,480 from the Forward Works (FW) approved Capital Plan (within the 2023/24 financial year). These works are required to address health and safety and operational concerns, raised by the Operational Team at Lippitts Hill and confirmed by the Met’s structural engineers - Atkins (Met Framework Supplier).  

  1. Approve delegated authority to the Director of Commercial Services to initiate procurement action via the compliant MOPAC framework, and to enter into contract with the successful contractor. 

  1. Introduction and background  

  1. The hangar roofs at the Lippitts Hill helicopter site have been identified as to be in such a condition as to cause health, safety and operational concerns. 

  1. Issues for consideration 

  1. The proposal is for the replacement of the north hanger roof, and the repair of the south hangar roof.   

  1. The MPS has identified that with the replacement of the north hangar roof there is a opportunity to install photo-voltaic (PV) solar panels which will reduce on-going revenue energy costs. 

  1. The MPS teams at Lippitts Hill support various units whose work is critical to keeping all Londoners safe. Improving the site via the recommended works will address the health and safety and operational concerns. The proposed works will help ensure staff, operational data, property, site assets and equipment continue to be kept safe. 

  1. Financial Comments  

  1. The estimated cost of the investment for the roofs and solar panels is £911,480. This cost will be funded by the existing approved MPS Capital Programme Forward Works budget for 2023/24. 

  1. The investment in the solar panels is expected to generate a net annual saving of £6,172. 

  1. Legal Comments 

  1. The Mayor’s Office for Policing and Crime (“MOPAC”) is a contracting authority as defined in the Public Contracts Regulations 2015 (“the Regulations”). All awards of public contracts for goods and/or services valued at £213,477 (inclusive of VAT) and works valued at £5,336,937 (inclusive of VAT) or above shall be procured in accordance with the Regulations.  

  1. The value of the proposed contracts detailed in this report do not exceed these thresholds but contracts will be awarded in accordance with the terms of MOPAC’s own Construction Professional Services and Building Works Frameworks which constitute compliant routes to market. 

  1. The MOPAC Scheme of Delegation and Consent provides the Deputy Mayor for Policing and Crime (“DMPC”) has delegated authority to approve:  

a. Business cases for revenue or capital expenditure of £500,000 and above (paragraph 4.8); and 

b. All requests to go out to tender for contracts of £500,000 or above, or where there is a particular public interest (paragraph 4.13).  

  1. Paragraph 7.23 of the Scheme provides that the Director of Strategic Procurement has consent for the approval of the award of all contracts, with the exception of those called in through the agreed call in procedure. 

  1. Commercial Issues  

  1. The roof works and solar panel installation requires the acquisition of professional construction services and construction works both of which will be sourced from existing MOPAC-approved frameworks. 

  1. MPS assure that value for money is assured on all MPS frameworks by virtue of open market competition with respect to quality and cost at framework award and then subsequent lot mini-competitions for each subsequent package of works greater than £50,000 thereafter 

  1. The MPS assure that the tender process the MPS will follow will include requesting and assessing the tenderers commitments to specific actions to address the London Anchor Institution Charter (LAIC) objectives. 

  1. GDPR and Data Privacy  

  1. MOPAC will adhere to the Data Protection Act (DPA) 2018 and ensure that any organisations who are commissioned to do work with or on behalf of MOPAC are fully compliant with the policy and understand their GDPR responsibilities.   

  1. The MPS assure that the project does not use personally identifiable data of members of the public, so there are no GDPR issues to be considered.  MPS state that they will review the existing Data Protection Impact Assessments (DPIA) for the camera systems at Lippitts Hill as part of the project, updating them as necessary. 

  1. Equality Comments  

  1. MOPAC is required to comply with the public sector equality duty set out in section 149(1) of the Equality Act 2010. This requires MOPAC to have due regard to the need to eliminate discrimination, advance equality of opportunity and foster good relations by reference to people with protected characteristics. The protected characteristics are: age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex and sexual orientation. 

  1. The MPS assure that a initial equality screening has been carried out and that as a result no positive or negative impact has been identified to any individual and/or group safeguarded by a protected characteristic and those who are not.
