What is the Characterisation and Growth Strategy LPG

The Characterisation and Growth Strategy guidance provides information on how to carry out a borough or neighbourhood-wide characterisation assessment (or study). This assessment should be used to inform a borough or neighbourhoods capacity for change and growth. This includes identifying if and where there are locations where tall buildings may be appropriate.

Why do we need it?

Undertaking an urban characterisation assessment and growth strategy is the first step to a design-led approach to planning for development and managing how a place changes over time. This will form the basis of future local or neighbourhood plans, design codes, town centre strategies and site capacity assessments. This process involves identifying areas suitable for different levels of change and growth and should include the development of area-wide design visions, policies and codes.

How has this guidance been prepared?

Between 13 October 2020 and 15 January 2021, a public consultation was held on the Good Quality Homes for All Londoners Guidance. Since this consultation, the guidance has been revised to reflect the consultation feedback.

A lot of the information in the guidance is the same or similar to the previous consultation. However, it has been split into four separate LPGs, refined and presented differently and, in some cases, refocussed on processes and checklists that can be used to meet the requirements of the policies in the London Plan. Module A of the Good Quality Homes for All Londoners guidance has also been split into two documents, the Characterisation and Growth Strategy LPG and Optimising Site Capacity: A Design-led Approach LPG.

This guidance has been produced by the Greater London Authority (GLA) with support from Historic England. It has been prepared in accordance with the Public Sector Equality Duty and an Equality Impact Assessment has been produced.
