Trocoll House
In his role of making strategic planning decisions for London, the Mayor may occasionally take over an application, therefore becoming the local planning authority. He must then hold a public hearing before deciding whether or not to grant planning permission.
In this instance, the Mayor took over the application for the redevelopment of Trocoll House.
Background to the public hearing
On 14 October 2015 Barking and Dagenham advised the Mayor it was minded to refuse planning permission for the redevelopment proposals for Trocoll House.
On 27 October 2015, having considered a report on the case, the Mayor notified Barking and Dagenham that he would act as the local planning authority for the purposes of determining the planning application (under article 7 of the Mayor of London Order and the powers conferred by Section 2A of the 1990 Town and Country Planning Act).
The Local Planning Authority reference assigned to the application is 15/00651/FUL. The GLA reference is D&P/2624a.

Representation hearing
A public representation hearing was held in Committee Room 3 at City Hall on 11 December 2015, starting at 11:30. Following the hearing the Deputy Mayor, Sir Edward Lister (acting under delegated powers) decided to grant permission for the application subject to planning conditions and conclusion of a section 106 legal agreement.

Final Decision
Following the hearing and further consultation with the applicant and the borough, the Section 106 Agreement has now been completed and the final decision notice issued, which can be downloaded below.
