Mayor announces plans to transform land close to City Hall and create vibrant new workspace hub
- Mayor begins search for partner to bring forward development at two key sites
- The sites adjacent to City Hall will deliver new employment spaces and improvements to the local area
Exciting plans to transform land close to City Hall and create a vibrant new workspace hub in the heart of the Royal Docks have been unveiled by the Mayor of London, Sadiq Khan.
The Mayor and the London Assembly relocated from their previous London Bridge headquarters into the new City Hall at the Royal Docks in 2022. The move is saving £58m that the Mayor is using to invest in vital services and stimulate economic growth across the capital.
The relocation is also acting as a catalyst for the wider regeneration of the Royal Docks as part of the Mayor’s ambition to build more than 36,000 new homes and create 55,000 new jobs across this historic part of East London.
Today, the Mayor has announced exciting plans to create a new workspace cluster close to City Hall. As part of this, Greater London Authority Land & Property (GLAP) is today starting the search for a partner to deliver two new regeneration opportunities near City Hall.
- Strategic Industrial Land known as ‘Plot V’ - bounded by the DLR railway line and the Silvertown Tunnel. This 0.5 hectare site comprises cleared brownfield land suitable for the provision of around 15,000m2 of employment-led space as part of the consented Thameside West Masterplan.
- The Flyunder site - a vast 0.7 hectare space under the Silvertown Way flyover providing a unique opportunity for event space and other local improvements.
The Mayor of London, Sadiq Khan, said: “The relocation of City Hall to the Royal Docks is acting as a springboard for the regeneration of this historic area, just as the opening of the previous City Hall did for its London Bridge surroundings.
“The sites close to City Hall offer a unique opportunity to build on this momentum – creating new spaces where people can work, businesses can grow, and communities can thrive.
“Bringing these sites to life will support local regeneration, create jobs and deliver lasting benefits for local people as we continue to build a better, fairer and more prosperous London for everyone."

Plot V and the Flyunder site are surrounded by major ongoing or planned developments that are delivering thousands of homes and jobs including Thameside West, the Limmo Peninsula, Silvertown Quays, Royal Wharf, ADA Docklands Data Campus , the ExCel expansion and Royal Albert Dock.
The Thameside West scheme has recently secured major investment from Arada, the UAE’s fastest growing master developer, unlocking this landmark mixed-use development and set to deliver at least 5,000 homes in addition to the new employment provision at Plot V.

They will also benefit from the Royal Docks Corridor improvements delivered jointly by the Mayor and the London Borough of Newham, improving the road environment from Canning Town to London City Airport.
