- the reason for their application for funds
- if possible, any documentation on their application form outlining their reasoning for this application.
Our response
A list of the projects, the grant funding awarded and what the funding is to be used for, is available on our website.
We are refusing the last part of your request for 'any documentation on their application form' under Section 14(1) of the Freedom of Information Act 2000. We consider that answering this part of your request would represent a disproportionate effort and would require the redirection of limited specialist resources and the attention of staff away from their core functions who could be supporting other essential activity.
We do wish to clarify that whilst we consider that your request falls under s14(1) of the Act, this does not reflect a conclusion that it has been your intention to place an undue burden on our resources.
On the specific application of s14(1) we have been steered by the ICO guidance on the use of that exemption that can be found on its website.
In particular, we consider the following elements of s14 apply in this instance:
- the breadth
- the burden (on the public authority and its staff).
We hold copies of the 117 applications in total of which 42 resulted in grant. Having briefly reviewed these results it is clear that we would need to spend a significant amount of time reviewing the information and consulting with all of the third parties in detail for potential exemptions (for example, commercial interests). Therefore, we are refusing your request under s14 of the Act.
