Your request
According to London Air Quality Management policy guidance (Pursuant to Part IV of the Environment Act 1995), all London boroughs are required to complete Annual Status Report (ASR) by the required time each year (usually 30 May, unless otherwise stated), and submit these to the GLA via the Report Submission Website (RSW) for approval. Once approved these should be placed on the borough’s website.
Please can you
- Provide a list of London boroughs that have adhered to these regulations and submitted an Annual Status Report to the GLA this year? Please list the name of the borough and the date the report was received as well as whether the report is approved or not.
- Provide copies of all London borough Annual Status Reports received to date for 2023
Our response
In fulfilment of Part IV of the Environment Act 1995, boroughs are required to submit their Annual Status Report (ASR) to the GLA. As part of the London Local Air Quality Management (LLAQM) system introduced in April 2016 and updated in 2019, the power to approve these reports sits with the Mayor of London, pursuant to Part IX of the Greater London Authority Act 1999. This year, boroughs were required to submit their ASRs by 31st May 2023.
Please find below the dates the GLA received the ASR for each London borough, as of 1st August. The spreadsheet indicates the London boroughs that did not meet the deadline set by the Mayor, many of these were given short extensions due to resourcing issues. The spreadsheet also contacts information on whether the report was approved or not as of 1st August 2023.
The Annual Status Reports submitted to the GLA from the London Boroughs are draft format. As part of the London Local Air Quality Management (LLAQM) requirements, boroughs are required to place their final approved ASRs on their borough websites. The GLA does not hold a copy of the final ASR reports. A copy of the LLAQM guidance can be found here: llaqm_policy_guidance_2019.pdf (london.gov.uk)
