About the EiP
Mr David Hogger BA MSc MRTPI MCIHT was appointed by The Secretary of State as the independent Inspector for an Examination in Public (EiP) into the Minor Alterations to the London Plan (MALP), on Housing Standards and on Parking Standards.
Mr Hogger was assisted by the EiP Secretary, Ms Carmel Edwards.

The consultation responses
The Draft Minor Alterations to the London Plan were open to public consultation from 11 May to 22 June 2015. Over 130 responses were received, which were forwarded in full to the inspector.

The inspector’s matters and the EiP programme
The inspector published his draft matters in July 2015. Under Regulation 8(3) comments were invited on these draft matters with a deadline of 25 August 2015. The inspector considered all comments before producing his final matters.

The inspector published his final matters paper for the examination on 8 September 2015. He also produced a guidance note which summarised the procedures and processes to be followed for the examination, as well as advice on the limits and requirements for further statements. These can all be downloaded using the links below.
The inspector issued agendas for both hearing sessions on 14 October 2015. The agenda for 22 October was revised slightly to reflect information from participants. The substance of the text was not altered.

The technical seminar
A technical seminar was held on 26 August 2015 in City Hall, at which technical aspects of the evidence base could be discussed, questioned and agreed in advance of the EiP. The inspector also gave a brief introduction outlining how the EiP would be conducted.

The Examination in Public
The EiP took place on 21 and 22 October 2015. The housing standards were discussed on the first day, and the parking standards on the second. It was an opportunity for a discussion with invited respondents of matters arising from the consultation. All attendees and topics were selected by the inspector. The EiP was open for the public to attend as observers.

The EiP library
All of the documents associated with the MALP EiP have been collected in the MALP Examination in Public Library.
On 15 December 2015 Mr Hogger submitted to the Mayor his Report on the Examination in Public into the Minor Alterations to the London Plan.
On 16 December 2015 the Mayor considered the Inspector’s report, agreed to accept all of its recommendations and approved ‘intend to publish’ versions of the Housing Standards and Parking Standards MALPs for submission to the Secretary of State and to the London Assembly.
The Mayor published the Inspector’s report on 4 January 2016.

4 January 2016 - The Mayor publishes the Inspector's report.
15 December 2015 - The EiP Inspector sends his report to the Mayor
17 November 2015 - Eight responses were received commenting on Post EiP work.
2 November 2015 - During the EiP the inspector requested various clarifications and small pieces of work from the Mayor. These have been completed and three Notes and two sets of further suggested changes have been published. These can be viewed in the EiP Library as MA/SC/05 - MA/SC/09. As announced at the EiP, the inspector invited comments from respondents on these documents to be sent to the EiP Secretary by 5pm on Monday 16th November. Only comments relating directly to this further work were accepted.
20 October 2015 - The agenda for Parking Standards has now been slightly revised. The EiP library has been updated.
19 October 2015 - The Mayor has issued a note on air quality mitigation in relation to parking standards.
14 October 2015 - The Inspector has issued agendas for the MALP hearing sessions.
08 October 2015 - The Inspector has issued a note to the Mayor on air quality in relation to parking standards.
01 October 2015 - All statements for the EiP are now available.
