What is the Sustainable Transport, Walking and Cycling London Plan Guidance?

London Plan Policy T3 Transport capacity, connectivity and safeguarding requires Development Plans and development proposals to protect existing land for transport and support the enhancement of expanded public transport, walking and cycling networks through the provision of sufficient and suitably located land to serve London’s needs.

Why do we need it?

The guidance helps support planning authorities and applicants in meeting the requirements of Policy T3, as well as also supporting delivery against other policies including T1 Strategic approach to transport, and T2 Healthy Streets. It provides guidance to explain how Development Plans and development proposals should support walking, cycling and public transport.

How has this guidance been prepared?

This guidance has been prepared by Transport for London (TfL) and the Greater London Authority (GLA). 

Public engagement on the Sustainable Transport, Walking and Cycling guidance was carried out between 30 September and 20 December 2021. Details of the consultation can be found on our engagement portal.

The consultation summary report summarises the feedback received, and how this informed the final guidance.
