London Plan Guidance (LPG) provides further information about how the current London Plan should be implemented.

This page also provides links to Supplementary Planning Guidance (SPG), prepared to support earlier London Plans. Sixteen SPGs were ‘saved’ when the London Plan was published in March 2021. Over time, the LPG will update and replace the remaining SPG documents.

Opportunity Area Planning Frameworks are area-based guidance to support the London Plan.

This guidance is not a Supplementary Planning Document (SPDs) like those prepared at local level. There is currently no power for the Mayor to produce SPDs, so this guidance is prepared under the Mayor’s general powers.

LPGs have no specific statutory weight and cannot create or change London Plan policies. However, they are considered to be a material planning consideration in the same way as SPDs at a borough level; and can add further, more detailed guidance as to implementation of the London Plan and assist in achieving key objectives in practice. 

These documents provide information on the practical application of specific planning matters. They do not go through the same process as London Plan Guidance and are therefore advisory notes for information.

The guidance is grouped by the relevant chapter of the London Plan. Guidance that has not yet been adopted is marked as draft.

For documents published before 2020, the term Supplementary Planning Guidance (SPG) was used rather than London Plan Guidance (LPG). SPGs will refer to policies in previous versions of the London Plan. The SPG included on this page were ‘saved’ when the London Plan 2021 was published, as they remain relevant to the London Plan 2021. Over time, SPG will be updated and replaced by LPG. This is a change in name only: the purpose of the guidance in supporting implementation of London Plan policies remains unchanged. All SPGs and LPGs are prepared under the Greater London Authority Act and are material considerations in planning decisions and the expectation is that they will be taken into account by LPAs when drawing up local plans and other planning documents.
