Police Misconduct Appeal – Ex PS Frank Partridge

Ex PS Frank Partridge appeal against the findings and sanction made under the Police Conduct regulations of 2012.
Finding made under the 2012 Conduct Regulations:
- The panel found it proved that: on four occasions, on 4th March and 12th July 2014 and on 22nd January and 23rd June 2015, ex PS Frank Partridge dishonestly travelled in a first class carriage on National Rail knowing that his membership of the Association of Train Operating Companies (“ATOC”) rail concession scheme did not entitle him to do so.

The panel found that ex PS Frank Partridge breached the Standards of Professional Behaviour in relation to:
Honesty and Integrity
Abiding by force policies
Undermining confidence in the police service
The panel found that ex PS Frank Partridge’s conduct, together with the corresponding breaches of Standards of Professional Behaviour, taken both individually and collectively, were so serious as to amount to Gross Misconduct.
Outcome following misconduct hearing
Ex PS Frank Partridge was dismissed without notice
The Appeal was dismissed.
