Police Misconduct Appeal - Ex PCs George Cooper and Stephen Newbury

Ex PC George Cooper and ex PC Stephen Newbury appeal against the finding and outcome following findings made under the Police Conduct regulations of 2012.
Finding made under the 2012 Police Conduct Regulations:
Ex PC George Cooper
- Between 25 February 2011 and 24 July 2012 ex PC George Cooper sent eight inappropriate text messages to another police officer. These messages were variously racist, discriminatory and/or otherwise inappropriate and offensive in content.
Ex PC Stephen Newbury
- Between 6 March 2010 and 13 July 2012 ex PC Stephen Newbury sent 24 inappropriate text messages to another police officer. These messages were variously racist, discriminatory and/or otherwise inappropriate and offensive in content.
Standards of Professional Behaviour breached:
The panel found that ex PC George Cooper and ex PC Stephen Newbury breached the Standards of Professional Behaviour, in particular those paragraphs relating to:
- Authority, Respect and Courtesy
- Equality and Diversity
- Challenging and Reporting Improper Conduct
- Discreditable Conduct
Outcome following misconduct hearing:
Dismissal without notice.
Both the appeals of ex PCs Cooper and Newbury were dismissed.
