Finding made under the 2012 Police Conduct Regulations:

Ex PC George Cooper

  • Between 25 February 2011 and 24 July 2012 ex PC George Cooper sent eight inappropriate text messages to another police officer. These messages were variously racist, discriminatory and/or otherwise inappropriate and offensive in content.

Ex PC Stephen Newbury

  • Between 6 March 2010 and 13 July 2012 ex PC Stephen Newbury sent 24 inappropriate text messages to another police officer. These messages were variously racist, discriminatory and/or otherwise inappropriate and offensive in content.

Standards of Professional Behaviour breached:

The panel found that ex PC George Cooper and ex PC Stephen Newbury breached the Standards of Professional Behaviour, in particular those paragraphs relating to:

  • Authority, Respect and Courtesy
  • Equality and Diversity
  • Challenging and Reporting Improper Conduct
  • Discreditable Conduct

Outcome following misconduct hearing:

Dismissal without notice.

Outcome

Both the appeals of ex PCs Cooper and Newbury were dismissed.
